Crackdown on Illegal Distribution of 'Kkang' and Others
[Asia Economy Yeongnam Reporting Headquarters Reporter Choi Soon-kyung] Sancheong-gun, Gyeongnam announced on the 19th that it will conduct a comprehensive crackdown on the illegal distribution of Sancheong Love Gift Certificates until the 31st.
Recently, cases of illegal distribution of local gift certificates have occurred in other regions, and to prevent this and establish a sound distribution order, the sales and exchange status of the gift certificates will be inspected.
The main targets of the crackdown are acts of receiving gift certificates without selling goods or providing services (so-called ‘Kkang’) or receiving gift certificates for transactions exceeding the actual sales amount.
Also, acts such as franchise owners purchasing gift certificates under another person's name and then exchanging them, refusing gift certificate payments, or treating gift certificate holders unfairly will be intensively monitored.
If illegal distribution activities are detected, administrative measures such as fines up to 20 million KRW, cancellation of franchise registration, and in serious cases, referral to police investigation will be taken.

A county official said, “With the increase in sales of Sancheong Love Gift Certificates, the certificates are contributing to the stabilization of small business management and prevention of capital outflow,” and urged, “In this situation, all residents should act as watchdogs to ensure there are no cases of illegal distribution and strive to establish a sound distribution order of the gift certificates.”
