National Tax Service Launches Income Data Management Preparation Team... Monthly Collection of Income from Insurance Agents and Daily Workers
Expanded Reorganization into a 35-Member Preparation Team in TF Form
[Sejong=Asia Economy Reporter Kim Hyunjung] The National Tax Service (NTS) launched the 'Income Data Management Preparation Team' on the 11th to establish a real-time income tracking infrastructure ahead of the nationwide employment insurance introduction. Through this, starting from the second half of this year, income data of daily workers, insurance solicitors, door-to-door salespersons, and other personal service-type business operators will be collected monthly and provided to the Korea Workers' Compensation and Welfare Service, to be used as basic data for employment insurance.
The NTS announced on the same day that it established the Income Data Management Preparation Team to build a real-time income tracking system capable of collecting income data monthly and providing it to the Korea Workers' Compensation and Welfare Service, ahead of shortening the income data reporting period for daily workers, personal service-type business operators, and platform workers in July. The collected data will also be utilized for extensive welfare administration, such as customized welfare during national disasters like COVID-19.
To this end, the NTS expanded the existing task force (TF)-style team unit organization into a 35-member Income Data Management Preparation Team, composed of ▲ Income Data Planning Division (3 teams, 10 members) ▲ Income Data Reporting Team (3 teams, 10-12 members) ▲ Income Data Analysis Team (3 teams, 10-12 members). The Planning Division oversees overall work processes and handles tasks such as coordination with related agencies and discovering long-term projects. The Reporting Team is responsible for income data reporting, promotion, and building IT systems, while the Analysis Team handles income data status analysis and verification of data accuracy.
The Income Data Management Preparation Team will first collect monthly income data from personal service-type business operators and daily workers’ employers, who previously submitted income data semiannually or quarterly, starting in July. Personal service-type business operators refer to those providing services without physical facilities, such as insurance solicitors and door-to-door salespersons. The reporting period for platform workers, who previously submitted income data annually, will also be shortened, but the related schedule will be discussed later in the National Assembly. The NTS explained that it has established a systematic work process by accurately analyzing the industry status of income data subjects and preparing effective submission guidance and follow-up management plans.
It was also clearly stated that income tracking through the separate preparation team is for 'welfare' purposes, not 'taxation.' Team Leader Kim Jihoon said, "Real-time income tracking is conducted for welfare purposes, not taxation," adding, "We will carefully operate the system to ensure that the burden on business operators does not increase through continuous institutional improvements." He further stated, "By building an income data hub to improve the efficiency of the welfare delivery system, the role of the NTS will expand beyond traditional tax administration to support welfare administration."

The preparation team plans to establish a data collection plan and provide individual guidance to business operators employing personal service-type business operators and daily workers, minimizing the reporting burden on business operators. In particular, small businesses exempt from additional tax penalties for one year will still be required to report income data monthly due to the system reform, so individual guidance and operation of reporting channels will be provided to enhance reporting convenience.
