According to the Rail Network Authority, President Kim is a graduate of the 30th Administrative Examination and entered public service in 1987. He has held key positions in the transportation sector, including Director of Railway Policy at the Ministry of Construction and Transportation, Director of Aviation Policy and Director of Transportation Policy at the Ministry of Land, Infrastructure and Transport, and President of Airport Railroad.
In particular, he has honed his expertise as a transportation policy specialist by leading innovative policies such as railway structural reform, the introduction of a competitive system, the establishment of the 1st Railway Network Construction Plan, and the Basic Plan for Railway Industry Development.
After taking office, President Kim plans to lead the government's New Deal policy proactively and respond to the post-COVID-19 era by establishing organizational management strategies from a mid- to long-term perspective, thereby drawing a blueprint for responsible management.

President Kim stated in his inaugural address, “At a time when the importance of railway transportation is more highlighted than ever due to the government's 2050 carbon neutrality declaration, the Rail Network Authority will open a sustainable railway transportation system, increase the railway's transportation share, and contribute to accelerating the transition to an eco-friendly and low-carbon society.”
