From the 17th, Nationwide Inspection of 966 Construction Sites in Preparation for Thawing Season
Deployment of Large-scale Inspection Team (1,099 Members)... Strengthening Safety Management for Falls and Excavations
[Asia Economy Reporter Kangwook Cho] The Ministry of Land, Infrastructure and Transport announced on the 16th that from the 17th to March 31st (42 days), it will conduct nationwide inspections of construction sites to prevent safety accidents and poor construction during the thawing season, when the risk of accidents increases due to ground weakening.
This inspection will be conducted simultaneously at 966 construction sites nationwide, including roads, railways, airports, and buildings. A total of 1,099 inspectors, including officials from the Ministry headquarters and regional land management offices, as well as experts from affiliated organizations, will be organized into an inspection team (led by the Ministry’s Technical Safety Policy Officer) and deployed.
The main inspection items include the actual status of monitoring and managing risks of surrounding ground subsidence and collapse, appropriateness of excavation and blasting work, safety management such as the proper installation of temporary facilities like shoring and scaffolding, checking the operating status, cracks, and damage of tower cranes and pile drivers, validity period expiration, structural changes of construction machinery, inadequacies in establishing and implementing quality control (testing) plans, unqualified quality testing, absence of quality managers, failure to complete training, concurrent duties, quality management, preparation of construction project management technician reports, appropriateness of attendance and replacement, verification of the establishment and implementation of safety management plans, and other supervision tasks. Additionally, considering the COVID-19 situation, compliance with construction site COVID-19 prevention rules such as mask-wearing and symptom checks for site entrants will also be inspected.
Construction sites found to have inadequate safety management or violations during the inspection process will be strictly dealt with without leniency according to relevant laws, including suspension of construction, business suspension, penalty points, and fines.

Han Myung-hee, head of the Construction Safety Division at the Ministry of Land, Infrastructure and Transport, stated, "We plan to take preemptive measures against risk factors through thorough inspections of construction sites that include vulnerable work types such as slopes and underground excavation, which have a high risk of safety accidents during the thawing season," and urged, "Regardless of whether inspections are conducted, all construction sites should maintain vigilance and manage safety carefully during the thawing season to prevent accidents."
