Jongno-gu Accelerates Smart City Development... Enacts Ordinance and Forms Committee

The committee consists of experts from various fields and will perform roles such as future policy research and development and exploring ways to activate resident participation.
[Asia Economy Reporter Park Jong-il] Jongno-gu (District Mayor Kim Young-jong) has been steadily taking steps to create a smart city following the establishment of the ‘Smart City Division’ through the organizational restructuring effective January 1 this year.
First, to lay the institutional foundation for advancing toward a smart city, the Seoul Metropolitan Government Jongno-gu Smart City Creation and Operation Ordinance will be enacted.
The ordinance will be announced for legislative notice until February 15 to collect residents’ opinions, undergo council review in March, and is scheduled to be promulgated in early April.
The main contents include ▲the district mayor’s responsibilities for smart city creation ▲establishment of the basic smart city plan ▲resident participation and opinion collection ▲establishment of the Smart City Policy Advisory Committee ▲education and publicity, among others.
Among these, notable points are the legal guarantee of opportunities for resident policy participation and cooperation with the private sector, as well as the collection of diverse opinions for reflecting them in policies related to smart city creation and operation.
The Smart City Policy Advisory Committee will be composed of experts from relevant fields. It will later perform roles such as matters related to the basic plan, smart city policy research and development, and exploring ways to activate resident participation.
Additionally, to aim for a sustainable smart city created together with residents, continuous education and publicity activities targeting residents and staff will be carried out.
Meanwhile, Jongno-gu has not only enacted this smart city-related ordinance but also promoted various projects utilizing ICT technology to improve residents’ quality of life. Examples include the vulnerable elderly health and safety management solution project, IoT smart snow removal box management system, and remote automatic liquid sprayer operation using smartphones.
Furthermore, the district actively participates in related public contest projects. A representative achievement is being selected on the 5th of this month for the ‘2021 Advanced Information Technology Utilization Public Service Promotion Project Contest’ hosted by the Ministry of the Interior and Safety, receiving 600 million KRW in national funding to upgrade to a ‘Smart CCTV Control Center.’

We will devise various measures to create a smart city that residents can truly experience.”
