He added, "Along with demographic changes such as low birth rates and aging population, the traditional concept and structure of families are undergoing significant transformation," and noted, "We are now in an era where it is difficult to limit the concept of family solely to marriage, blood relations, or kinship."

Prime Minister Chung emphasized, "We must structurally transform social systems across housing, education, and healthcare to keep pace with changing family forms," and said, "Particular attention and care are needed for vulnerable groups such as single-parent families, multicultural families, elderly households, and single-person households." He further added, "Regardless of parents' marital status, the rights of all children must be respected, and family law centered on legal marriage should be reformed to prevent discrimination against children."
