PASS Certificate Applied to National Tax Service Year-End Tax Settlement Service
[Asia Economy Reporter Koo Chae-eun] The electronic signature service 'PASS Certificate' provided by the three major telecom companies will be applied to the National Tax Service's Hometax year-end tax settlement simplification service starting January 15 next year.
According to the telecommunications industry on the 21st, the three telecom companies were selected as candidate businesses for the 'Pilot Project for Expanding Electronic Signatures in the Public Sector' led by the Ministry of the Interior and Safety last September. After an on-site inspection by the Ministry, they were recognized for convenience, stability, and versatility, and were designated as the confirmed business operators. The PASS Certificate is an electronic signature service provided through the authentication application (app) 'PASS'. The three telecom companies (SK Telecom, KT, LG Uplus) and fintech security company Aton are joint operators.
Going forward, customers of the three telecom companies' 'PASS Certificate' can access the National Tax Service Hometax site by selecting 'Simple Signature Login' and then choosing 'PASS Certificate'. By entering only their name, date of birth, and mobile phone number, the PASS app on their smartphone automatically generates an authentication popup. At this time, the user completes identity verification by entering a 6-digit PIN or using biometric authentication such as fingerprint recognition.
If the app is running, issuance is possible with just two touches without additional verification procedures. Compared to other certificates that require separate mobile phone or account verification, the issuance process has been simplified to reduce customer inconvenience. Security features have also been maximized. It guarantees a high level of security through two-step mobile phone authentication, which involves dual verification of identity and device. The certificate information is encrypted and stored in the secure area inside the mobile phone, providing the highest level of security in Korea.

Through this business agreement with the Ministry of the Interior and Safety, the three telecom companies plan to enable the use of the PASS Certificate not only for the National Tax Service's year-end tax settlement simplification service but also for Government24, the National Petition Board, and other services within January next year. A telecommunications industry official stated, "With the abolition of the public certification system and the activation of electronic signatures, the three telecom companies plan to continuously enhance customer convenience by expanding the application of the PASS Certificate not only to public services but also to numerous companies based on stable business capabilities."
