Court Imposes Special Compliance Measures on Jo Doo-sun: 'No Nighttime Outings or Drinking' (Comprehensive)

The Criminal Division 1 of the Ansan Branch of Suwon District Court (Presiding Judge Lee Jeong-hyung) approved the special compliance conditions requested by the prosecution on the 15th. An official from the Ansan Branch explained, "The court judged that there were significant reasons for changing circumstances to add compliance conditions besides the fact that Jo Doo-soon was fitted with an electronic monitoring device upon release," adding, "In accordance with the law concerning the attachment of electronic devices, additional compliance conditions were imposed during the period of electronic device attachment." According to the court's decision, Jo Doo-soon must comply with five conditions during the 7-year period of wearing the location tracking electronic device (electronic anklet): ▲ prohibition of outings during nighttime hours (9 p.m. to 6 a.m. the next day) ▲ complete ban on alcohol consumption ▲ prohibition of entry into educational facilities ▲ prohibition of approaching within 200 meters of the victim ▲ sincere completion of programs related to preventing recidivism in sexual offenses.
Earlier, on October 16, the Ansan Branch of Suwon District Prosecutors' Office requested the court to impose these special compliance conditions on Jo Doo-soon. The prosecution deemed it necessary to apply special compliance conditions separately from the electronic anklet attachment and sought the court's judgment accordingly. The presiding court received and reviewed a total of four opinion letters and reference materials from the prosecution between the 10th of last month and the day before, ultimately approving the request on this day.
Jo Doo-soon was indicted in December 2008 for kidnapping and brutally sexually assaulting an elementary school student in Ansan, Gyeonggi Province, causing severe injuries. He was sentenced to 12 years in prison and ordered to wear a location tracking electronic device (electronic anklet) for 7 years. Jo Doo-soon was released on the 12th after completing his sentence and has not gone outside even once since returning home. The city of Ansan has installed security posts around Jo Doo-soon's residence and deployed police officers and security guards in preparation for any situation. The plan is to have them stationed 24/7 year-round as long as Jo Doo-soon remains in the area.

Meanwhile, the homeowner of the house where Jo Doo-soon resides reportedly recently asked Jo Doo-soon's wife, "I did not know Jo Doo-soon would live here. Please leave," but Jo Doo-soon's wife is said to have refused this request.
