"Complete the Police Reform as a Historical Mission"
[Asia Economy Reporter Lee Gwan-joo] Regarding the passage of the amendment to the National Intelligence Service Act, which transfers the authority for major criminal investigations to the police, in the National Assembly plenary session on the afternoon of the 13th, Police Commissioner Kim Chang-ryong stated, "We will thoroughly prepare to ensure there are no gaps in national security."
Commissioner Kim said, "The National Police Agency feels a heavy sense of mission and responsibility as the agency responsible for national security investigations," and emphasized, "During the three-year grace period, we will dramatically enhance our security investigation capabilities and strengthen and develop the overall national security investigation capacity by solidifying cooperation systems with related ministries."
He continued, "We promise to establish investigative practices that prioritize human rights and become a trusted security investigation agency for the public."
Regarding the amendment to the Police Act, which was passed by the National Assembly on the 9th of this month and includes the introduction of the autonomous police system and the establishment of the National Investigation Headquarters, he stated, "We will properly implement the principles of checks and balances based on the separation of national police, autonomous police, and investigative police."

Commissioner Kim added, "In implementing the autonomous police system, under the values of democracy and decentralization, we will strive to become a reliable neighborhood police force that provides community-oriented security services through close cooperation with cities and provinces," and said, "We will also do our best to establish a responsible investigation system, including the launch of the National Investigation Headquarters, significantly enhancing the neutrality and fairness of investigations, and fully accomplish the historic mission of police reform."
