On the 7th (local time), Harry Kazianis, Korea Director at the U.S. think tank Center for the National Interest, conveyed in a contribution to the security journal 1945 that Advisor O'Brien urged "China, as a United Nations member state and especially as a Security Council member, to fully meet its obligations in implementing sanctions against North Korea."
Director Kazianis disclosed the content of an interview with Advisor O'Brien conducted on the 5th in his contribution that day.
Advisor O'Brien emphasized, "Sanctions against North Korea are Security Council-led sanctions, and China has a special obligation to implement them," adding, "They (China) say they want to participate in and lead multilateral organizations, so if that is the case, they must fulfill their obligations to implement multilateral sanctions."
Advisor O'Brien pointed out that China continues to allow the inflow of North Korean workers and remittances to North Korea, and is responding loosely to trade in North Korean goods such as coal.
This aligns with the earlier criticism by Alex Wong, U.S. State Department Special Representative for North Korea, who on the 1st publicly accused China of not properly implementing sanctions against North Korea.
Regarding the spread of COVID-19 in North Korea, Advisor O'Brien assessed, "It seems they have so far avoided a large-scale outbreak," while emphasizing, "If there is a large-scale outbreak and they (North Korea) request help, we will definitely consider it very seriously."
Advisor O'Brien stated, "Stepping into the realm of nuclear weapons proliferation would be an enormously risky adventure for Kim Jong-un," adding, "I hope it does not happen. It is not happening now." He also explained, "Weapons of mass destruction take a crisis to a completely different level."
