Over 15,000 High-Value Local Tax Delinquents in Seoul... Omunchul, Former Bohae Savings CEO, Owes 14.6 Billion Won
Former President Jeon Du-hwan Included in Delinquent Taxpayer List for 5 Consecutive Years
[Asia Economy Reporter Jo In-kyung] It has been revealed that Oh Moon-cheol, former CEO of Bohae Savings Bank, has not paid 14.6 billion KRW in local taxes to the Seoul Metropolitan Government. Former President Chun Doo-hwan also appeared on the list of high-amount local tax delinquents for five consecutive years.
On the 18th, the Seoul Metropolitan Government disclosed the list and personal information of 15,032 high-amount and habitual local tax delinquents on its website. These are taxpayers who have failed to pay taxes exceeding 10 million KRW for over a year as of January 1 of this year.
This year, 1,333 new high-amount and habitual delinquents were added to the list, including 1,050 individuals (with a total delinquent amount of 83.2 billion KRW) and 283 corporations (24.1 billion KRW). The average delinquent amount per person was approximately 80 million KRW.
By delinquent amount range, those owing between 10 million KRW and less than 30 million KRW accounted for 40% (536 people), followed by those owing between 30 million KRW and less than 50 million KRW at 25% (327 people). There were also 208 people (15%) who owed more than 100 million KRW.
By age group, there were 50 people (5%) aged 30 or younger, 187 people (18%) in their 40s, 342 people (33%) in their 50s, 287 people (27%) in their 60s, and 184 people (17%) aged 70 or older.
The individual with the largest delinquent amount in Seoul was Oh Moon-cheol, former CEO of Bohae Savings Bank, who failed to pay 14.687 billion KRW. Among corporations, JU Development Co., Ltd. (113.22 billion KRW) and JU Network Co., Ltd. (109.47 billion KRW), both widely known for multi-level marketing fraud, ranked first and second respectively.
Former President Chun Doo-hwan, who has been on the list for five consecutive years since 2016, had a delinquent amount of 974 million KRW.
Among newly disclosed individuals, the highest delinquent amount was by Shin Dong-il, former CEO of Dongjin Electronics, who owed 4.234 billion KRW. Among corporations, New Green General Construction Co., Ltd., which failed to pay 2.256 billion KRW, ranked first.
The Seoul Metropolitan Government stated that after prior notification and providing opportunities for payment and explanation to those on the list, 546 people paid a total of 8.6 billion KRW in taxes. Lee Byung-han, Director of the Seoul Metropolitan Government’s Finance Bureau, emphasized, "For high-amount delinquents who deliberately evade taxes, we will strengthen enforcement activities including home searches, seizure of movable property, provision of credit information, travel bans, prosecution referrals, and restrictions on licensed businesses."
