Goheung-gun Appoints Resident Participation Budget Committee Members... Reviews and Approves 294 Budget Items for Next Year
[Goheung=Asia Economy Honam Reporting Headquarters Reporter Kim Chunsu] During the 7th term of the elected government, Goheung-gun has been implementing an administration based on principles, balance, and transparency, gaining great support from the residents.
According to Goheung-gun on the 16th, the county held a commissioning ceremony for seven members of the Resident Participatory Budget Committee at Palyongsan Hall in the county office.
The composition of the Goheung-gun Resident Participatory Budget Committee has been operated since 2013 in accordance with the "Goheung-gun Resident Participatory Budget System Operation Ordinance Enforcement Rules."
This commissioning ceremony was held to ensure balanced allocation of project funds without regional bias in the resident participatory budget.
The newly appointed members consist of local residents who are well aware of the situations in various regions and possess expertise and experience in local budget management during the resident participatory budget formulation process.
The Goheung-gun Resident Participatory Budget Committee, composed of a total of 11 members including appointed members, will directly participate in the budget formulation process during their two-year term, playing an important role in reviewing proposed projects for the resident participatory budget and participating in budget-related policy decisions.
The newly appointed members, commissioned on this day, held a review meeting to prioritize proposed projects for the resident participatory budget ahead of the 2021 main budget formulation.
At the meeting, among the 330 projects proposed by the towns and townships through their own resident participatory budget councils, 294 projects selected by the county after feasibility studies and on-site inspections were reviewed. Opinions from department heads were heard, and a Q&A session was held to discuss appropriateness before final deliberation and resolution.
The scale of the 2021 resident participatory budget projects decided by the Goheung-gun Resident Participatory Budget Committee amounts to 5.69 billion KRW for 294 projects.
Additionally, for the 36 projects excluded from the town and township proposals, opinions were gathered to reflect feasibility improvements and consider their inclusion in next year's supplementary budget.
Goheung-gun annually sets budget limits for resident participatory proposal projects by dividing the 16 towns and townships into four groups based on universal administrative demand indicators such as population, area, and number of villages, and accepts budget applications accordingly.
County Governor Song Gwigeun stated, "We will revitalize the Resident Participatory Budget Committee to expand the broad opinions of residents in the budget formulation process, effectively allocate limited local finances, and strive to realize and establish true fiscal democracy that increases residents' satisfaction."
