Daejeon City to Impose Fines for Not Wearing Masks Starting from the 13th
[Asia Economy (Daejeon) Reporter Jeong Il-woong] Daejeon City announced on the 12th that a fine will be imposed on those who do not wear masks in places where mask-wearing is mandatory.
The imposition of fines will be applied from the 13th of this month, following a one-month guidance period.
Earlier, the city issued an administrative order on the 12th of last month recommending mask-wearing in all indoor and outdoor locations and mandating mask-wearing in places with a risk of infectious disease transmission, operating a guidance period thereafter.
Places where masks must be worn mandatorily include eight key management facilities such as clubs and other entertainment bars, danran bars, emotional bars, hunting pocha, colatec, karaoke rooms, direct sales promotion centers such as door-to-door sales, indoor standing concert halls, and restaurants and cafes (with an area of 150㎡ or more). It also includes 14 general management facilities such as performance halls, movie theaters, academies, indoor sports facilities, wedding halls, funeral halls, bookstores, marts, and department stores, as well as public transportation, assembly and protest sites, medical institutions and pharmacies, nursing care facilities, call centers, and religious facilities.
In places where mask-wearing is mandatory, masks must fully cover the mouth and nose. The use of health masks approved as quasi-drugs by the Ministry of Food and Drug Safety, droplet-blocking masks, and surgical masks is recommended, while mesh-type masks, valve-type masks, scarves, and other clothing items are not recognized.
The city will first instruct those not wearing masks to wear them, and if they fail to comply, a fine of 100,000 KRW will be imposed. Facility managers or operators who fail to comply with core quarantine rules will be fined up to 3 million KRW.
The city has designated the period until the 20th of this month as an intensive inspection period and plans to form 171 inspection teams with about 500 members to focus on inspecting places where mask-wearing is mandatory.
Additionally, the city will provide prior guidance on quarantine rules and fine imposition details by facility to prevent citizen confusion and encourage voluntary participation in quarantine activities.

Jeong Hae-gyo, Director of the City Health and Welfare Bureau, said, “At this point, the easiest and most certain way to protect individual lives, families, and the local community is to wear a mask,” and added, “We ask citizens to wear masks voluntarily out of mutual concern, not interference from others.”
