Review of Korea-China Trade Remedy Implementation Status... Dumping and Anti-Dumping Consultations
The 20th Korea-China Trade Remedy Cooperation Meeting and the 5th Korea-China FTA Trade Remedy Implementation Committee Meeting Held
[Asia Economy Reporter Moon Chaeseok] The Trade Commission of the Ministry of Trade, Industry and Energy held the "20th Korea-China Trade Remedy Cooperation Meeting" and the "5th Korea-China Free Trade Agreement (FTA) Trade Remedy Implementation Committee" via video conference on the 28th at the Ministry's video conference room together with the Trade Remedy Department of the Ministry of Commerce of China.
Yoon Sangheum, Director of Trade Investigation at the Trade Commission, and Xu Yiwei, Deputy Director of the Trade Remedy Department of the Ministry of Commerce of China, participated as chief representatives. The meeting discussed cooperation measures between the trade remedy agencies of both countries and reviewed the implementation status of the Korea-China FTA trade remedy sector.
The Trade Remedy Cooperation Meeting has been held alternately in Korea and China every year since 2000. It is to discuss current issues related to trade remedies such as anti-dumping measures, changes in laws and policies between the trade remedy agencies of both countries.
The FTA Trade Remedy Implementation Committee has been held annually since 2015. It is convened in connection with the Trade Remedy Cooperation Meeting to check and discuss the implementation of the trade remedy sector of the Korea-China FTA, which came into effect in 2015.
First, both sides discussed technical matters regarding the cumulative evaluation method of domestic industry damage caused by like dumped goods imported from multiple exporting countries.
They also discussed matters related to trade remedy systems and investigation techniques, such as excluding products not produced domestically from anti-dumping imposition targets.
Through this, both sides enhanced their understanding of each other's systems and investigation practices and had an opportunity to mutually verify whether their systems and measures comply with international norms.
Additionally, both sides shared information on import regulations and exchanged opinions.
Considering that China ranks as the 4th largest country imposing import regulations on Korea after the United States, India, and Turkey, the Korean side conveyed the difficulties faced by Korean companies. They requested fair application of trade remedies and minimization of regulatory measures.
In particular, they urged that ongoing investigations by China be judged fairly and objectively according to the regulations and procedures of the WTO agreements.
China currently imposes a total of 17 import regulations on Korean chemical and steel products. Among these, 14 cases are under regulation, 2 cases are under investigation, and 1 case is under safeguard (SG).
Nitrile rubber and electrical steel sheets are subject to 14 anti-dumping cases, and sugar is under 1 safeguard case. Two anti-dumping cases, including polyphenylene sulfide (PPS) and ethylene propylene diene monomer (EPDM), are under investigation.
Both sides evaluated that the Trade Remedy Cooperation Meeting, which started in 2000, is a consultative body of friendship and cooperation between the two countries that has lasted for more than 20 years.
They agreed to continue expanding and developing trade remedy cooperation between the two countries to enhance the fairness and transparency of trade remedy systems.

Furthermore, both sides agreed to hold the next meeting face-to-face in Seoul once the COVID-19 situation improves.
