Joo Ho-young: "Democratic Party Should Admit Mistakes in the Three Lease Laws and Amend Hasty Legislation"
"Blaming the Gwanghwamun Rally as if It Were the Cause of Everything"
[Asia Economy Reporter Lim Chun-han] Joo Ho-young, floor leader of the United Future Party, stated on the 25th regarding the three lease laws, "Even now, the Democratic Party of Korea should honestly admit their mistakes and initiate a hasty legislative amendment process."
At the floor strategy meeting held at the National Assembly that day, Floor Leader Joo said, "Until now, it was understood that landlords could raise rent within a 5% range after two years," and added, "According to the Ministry of Land, Infrastructure and Transport's explanation and legal interpretation, even that requires the tenant's consent."
Floor Leader Joo pointed out, "In the July extraordinary session of the National Assembly, the Democratic Party recognized tenants' right to request contract renewal and promised landlords the right to raise rent within 5% after two years, but did not specify that tenants must accept this," and continued, "Because landlords cannot raise rent by even a single won without tenant consent after two years, this has led to the unintended consequence of landlords raising the rent for four years in advance when signing lease contracts, creating a problematic law."
Regarding the resurgence of COVID-19, Floor Leader Joo said, "The government and the Democratic Party keep repeating that the Gwanghwamun rally is the main culprit of the spread, but large-scale infection cases are occurring nationwide regardless of region or location," and criticized, "Yet they are hastily shifting responsibility as if the Gwanghwamun rally is the cause of everything."
Floor Leader Joo added, "The shocking fact is that regarding the Korean Confederation of Trade Unions rallies, proper testing was not demanded and the issue was covered up. Recently, confirmed cases related to the Korean Confederation of Trade Unions have emerged, but there was an attempt to conceal this by blaming the Gwanghwamun rally, which is appalling," and urged, "Please stop trying to shift responsibility for the August 15 rally and desperately connect unrelated United Future Party members."

Regarding the appointment of the candidate recommendation committee for the Chief of the Corruption Investigation Office for High-ranking Officials, Floor Leader Joo said, "First, the Speaker of the National Assembly should request the Democratic Party to recommend a special inspector, and after that is resolved, the procedures under the Corruption Investigation Office Act, which has only been in effect for a month, should be requested."
