[Asia Economy Reporter Hyunwoo Lee] It has been revealed that the United Nations (UN) has prepared a report indicating that North Korea appears to have developed small nuclear warheads capable of being mounted on ballistic missiles. This analysis suggests that, contrary to North Korea's claim of not having conducted nuclear development since the sixth nuclear test in 2017, it has continued to develop strategic nuclear weapons while evading sanctions.
According to major foreign media on the 3rd (local time), the report from the expert panel of the UN Security Council's North Korea Sanctions Committee reportedly includes the statement, "Several countries that assisted North Korea's nuclear tests assess that North Korea has developed miniaturized nuclear warheads capable of being mounted on ballistic missiles." The names of the countries evaluating North Korea's nuclear development status were not specified. However, these unspecified countries are said to have assessed that North Korea likely developed miniaturization of nuclear weapons through its six nuclear tests. The report also pointed out that "North Korea continues its nuclear program, including the production of highly enriched uranium and the construction of an experimental light-water reactor."
Previously, North Korea announced it had suspended nuclear tests since September 2017 and even demolished the Punggye-ri nuclear test site in North Hamgyong Province in May 2018. However, suspicions and indications that it continues nuclear development while evading sanctions have persisted.
The estimate that North Korea succeeded in miniaturizing nuclear warheads was previously raised by U.S. intelligence agencies in August 2017. According to The Washington Post (WP), the Defense Intelligence Agency (DIA) under the U.S. Department of Defense assessed in a classified report on North Korea's nuclear development program in July 2017 that North Korea appeared to have succeeded in developing small nuclear warheads. However, at that time, it was unclear whether the small nuclear warheads had been successfully tested.
The National Intelligence Service also stated in a report to the National Assembly Intelligence Committee in November 2018 that "North Korea is presumed to have continued work on producing small and lightweight nuclear warheads even after the June North Korea-U.S. summit."

If North Korea has indeed succeeded in miniaturizing nuclear warheads, it is feared that North Korea's nuclear forces will become a 'game changer' that significantly threatens the security landscape not only of the Korean Peninsula but also of Northeast Asia. This is because it would enable the deployment of limited strategic nuclear weapons aimed at specific targets.
