Korea Customs Service Introduces Taxpayer Protection Officer to Strengthen Taxpayer Protection
[Asia Economy (Daejeon) Reporter Jeong Il-woong] The Korea Customs Service will introduce and implement the Taxpayer Protection Officer and Taxpayer Protection Committee systems starting from the 1st of next month through amendments to the Customs Act.
According to the Korea Customs Service on the 29th, these systems are responsible for exclusively handling requests for relief from taxpayers whose rights have been infringed due to illegal or unjust dispositions.
The underlying purpose is to eliminate blind spots where it is difficult to seek relief through appeals when rights are violated during the series of customs administrative enforcement processes such as import-export clearance, imposition and collection of customs duties, and customs investigations.
The Korea Customs Service expects that the introduction of the 'Taxpayer Protection Officer (Taxpayer Protection Manager at the main customs offices)' system will enable preventive and proactive protection of taxpayer rights in tasks such as protecting rights against illegal or unjust acts and abuses of power during customs investigations, and handling grievances arising in the process of enforcing import-export related laws.
Additionally, by forming a Taxpayer Protection Committee composed of private experts in the tax field and ensuring it operates fairly with an independent status, it will contribute to the enhancement of taxpayers' rights and interests.
The Taxpayer Protection Officers and the Taxpayer Protection Committee will be established and operated at the five main customs offices of the Korea Customs Service (Incheon, Seoul, Busan, Daegu, Gwangju).

A Korea Customs Service official stated, “We will disclose in detail the subjects and procedures for requesting protection of rights and handling grievances so that the taxpayer rights protection system can be more easily understood and utilized. In particular, we will actively exercise authorities such as the right to demand correction of illegal or unjust dispositions and the right to suspend extensions of customs investigations to strengthen taxpayers' rights and eliminate blind spots in rights protection.”
