"Due to Hangover from Drinking the Day Before"... Elementary Student Killed After Being Hit by Drunk Driver in Seosan
[Asia Economy (Seosan) Reporter Jeong Il-woong] A man in his 60s who drove a car without sobering up from drinking the previous day fatally struck an elementary school student on the morning school commute. The student was hit while crossing a crosswalk in front of the school.
According to the Seosan Police Station on the 11th, Mr. A (60) is accused of hitting and killing B (7), who was crossing a crosswalk, while passing the intersection near Seosan Police Station on Angyeon-ro, Seosan City, in his SUV at around 8:04 a.m. the previous day.
After the accident, B was taken to a nearby hospital for treatment but ultimately passed away. The location where B was hit was a one-lane crosswalk just 120 meters away from the main gate of the school B attended.
At the time of the accident, Mr. A's blood alcohol concentration was measured at 0.031%, which is at the level for license suspension.
The police reportedly secured statements from Mr. A saying, "I drank about three glasses of Makgeolli at home the day before and did not realize there was a person at the time of the accident," and "I heard an impact sound near the crosswalk, stopped the car, and when I looked around, B was lying down."
Meanwhile, the police judge that the 'Min-sik Law' is difficult to apply because the crosswalk where Mr. A caused the accident is not in a school zone.
However, they expect to apply the 'Yoon Chang-ho Law' based on the fact that Mr. A caused the accident while driving under the influence.

Currently, the police have applied for an arrest warrant for Mr. A on charges of violating the Special Act on the Treatment of Traffic Accidents.
