Assemblyman Kim Hoe-jae Claims "Adoption of Yeosun Incident Special Act as Party Policy"
Distorted Modern History That Must Be Corrected, Yet Special Law Enactment Fails for 18 Years
Only Special Law Enactment Can Resolve Unfortunate History and Set the Right Course for Republic of Korea History
Emphasizing a "Working National Assembly," Opening and Organizing Must Be Completed as Prescribed by Law
[Asia Economy Honam Reporting Headquarters Reporter Lee Hyung-kwon] Kim Hoe-jae, a member of the Democratic Party of Korea (Yeosu-eul, Jeonnam), emphasized at the Democratic Party's floor policy coordination meeting held on the 4th, "It is now time to start the procedure to adopt the 'Yeosun Incident Special Act' as the party's official stance."
Rep. Kim stated, "Five members of the National Assembly from the eastern region of Jeonnam, including myself, have jointly pledged to enact the 'Yeosun Incident Special Act,' a long-standing wish of the region." He added, "The Yeosun Incident, along with the Jeju 4.3 Incident, is a representative case of mass civilian casualties that occurred around the Korean War, and it is a distorted part of modern Korean history that must be corrected."
He continued, "In 2006, based on the Past History Settlement Act, the 'Commission for Truth and Reconciliation' designated the Yeosun Incident as a 'historically significant event' and conducted truth-finding efforts. However, of the 11,131 reported casualties, only about 10% have been thoroughly investigated." He pointed out, "Despite the Commission's recommendations for an official government apology, support for memorial projects, and correction of historical records, the government's implementation has been very sluggish."
Furthermore, he noted, "The Yeosun Incident Special Act was consecutively proposed in the 16th, 18th, 19th, and 20th National Assemblies but ultimately failed to pass." He added, "Most of the bereaved families are now over 80 years old and are passing away without having their grievances resolved."
Rep. Kim Hoe-jae said, "Enacting the special law as soon as possible is the only way to settle the unfortunate past and establish a just history of the Republic of Korea." He emphasized, "It is now time to begin the procedure to adopt this as our party's official stance."
Regarding the working National Assembly, he stated, "'A working National Assembly' is urgently needed. The National Assembly should listen to the voices of the people, but we cannot deny that the people struggling to live have spent time worrying about the National Assembly." He asserted, "The 21st National Assembly carries the heavy responsibility of correcting past mistakes."
He added, "The foundation of a 'working National Assembly' is the rule of law. When the National Assembly opens and organizes according to the law, it can demonstrate respect for the rule of law, coexistence, and cooperation." He explained, "What the people want from the National Assembly is nothing other than for its members to abide by the law."

Additionally, he said, "Regardless of party lines, the passion and hopes of the 151 first-term lawmakers in the 21st National Assembly are no different." He appealed, "I hope Floor Leader Joo Ho-young of the United Future Party will not ignore the people's wishes and the enthusiasm of the first-term lawmakers who want to work."
