Investigation of 'Military Noise Damage Areas' for Compensation Payments in 2022
[Asia Economy Reporter Yang Nak-gyu] The Ministry of National Defense will conduct noise measurements at over 100 military airfields and military shooting ranges nationwide. This is to pay noise damage compensation to nearby residents next year in accordance with the 'Act on Prevention of Noise from Military Airfields and Military Shooting Ranges and Compensation for Damage.'
On the 1st, the Ministry of National Defense announced, "From this month until November next year, for a period of one year and six months, 42 military airfields and 61 military shooting ranges will be subject to noise impact surveys."
The survey will be conducted by commissioning service companies possessing noise measurement technology. The noise impact will be calculated by considering the noise levels measured during military aircraft operations and military shooting range training, as well as the frequency and time of noise occurrences.
In the case of military shooting ranges, this time, tank and artillery shooting ranges, which are judged to have relatively severe noise damage, will be surveyed. Other ranges, such as rifle shooting ranges, will be surveyed later.
The Ministry of National Defense plans to select representative periods of noise and measure noise at least twice. Noise will be measured for 7 days at airfields and for more than 1 day (24 hours) at military shooting ranges, with composite weapon shooting ranges measured separately by each weapon type.
Resident representatives recommended by local governments where military airfields and shooting ranges are located, as well as civilian experts, will also participate in the survey. They will participate in the planning stage, business briefings, noise measurements, and other survey procedures to ensure objectivity and fairness. Before the survey ends, opinions from local governments will also be collected.
Based on the survey results by the end of next year, the Ministry of National Defense plans to designate and announce noise control areas and pay compensation to residents starting in 2022.

The enforcement decree and enforcement rules, which specify compensation standards and procedures, will be enacted by October this year after collecting opinions from related ministries, the National Assembly, and local governments.
