President Moon Jae-in announced his vision for human security during the 'Special Speech on the 3rd Anniversary of the Presidential Inauguration' at the Blue House Chuncheon Press Center on the morning of the 10th.
In a situation where countries around the world are experiencing crises following the outbreak of the novel coronavirus infection (COVID-19), the plan is to establish South Korea as a leading nation in the post-COVID era. President Moon emphasized, "We will turn the current crisis into a driving force for opportunity and development," adding, "Our goal is not just 'Korea in the world,' but 'Korea leading the world.' This is the new Korea we have longed for."
In particular, President Moon stated, "Today's security has expanded from traditional military security to 'human security,' which addresses all factors threatening safety such as disasters, diseases, and environmental issues," and added, "All countries must unite and cooperate to respond effectively." South Korea's excellence in quarantine measures during the COVID-19 crisis has enhanced its national prestige.
President Moon explained, "Through the tough battle against the virus, the people have begun to rediscover South Korea," and "We have already started to say that we are an advanced country. The countries we once admired are now beginning to learn from us."
He emphasized, "I will take a leading role in ensuring that Northeast Asia, ASEAN, and the entire world move toward the common goal of human security through solidarity and cooperation," and added, "I hope that South and North Korea will also cooperate on human security to become one life community and move toward a peace community." President Moon's human security vision also includes a blueprint for improving inter-Korean relations.
Based on the new dimension of cooperation under the keyword 'human security,' the plan is to break the deadlock in inter-Korean and North Korea-US relations. In a Q&A session with Blue House reporters following the special speech, President Moon responded, "I believe North Korea is facing various difficulties due to the COVID-19 situation," but confirmed that communication with North Korea is ongoing.
To reposition South Korea as a leading nation in the world, overcoming the current crisis related to the COVID-19 outbreak is a prerequisite. President Moon diagnosed, "The current economic crisis is being compared to the Great Depression 100 years ago," and added, "No one knows where the bottom is or when the end will come."
President Moon is seeking solutions based on the perception of an 'economic wartime situation.' He proposed a 'leading economy' as the solution for the post-COVID era. He pledged, "We will make innovation ventures and startups the main force to leap forward as a 'digital powerhouse' leading the world," and "We will more vigorously foster the three new growth industries?system semiconductors, biohealth, and future cars?to create future sources of income."
President Moon said, "South Korea has become the safest and most transparent production base in the world. The world is now beginning to prefer innovation capabilities and safe investment destinations over cheap labor costs. This is a golden opportunity for us. We will boldly pursue strategies to attract not only the return of Korean companies but also advanced industries and investments from overseas."
He emphasized, "South Korea will become the 'world factory of advanced industries' and change the global industrial map."

He said, "We will promptly promote employment insurance enrollment for low-wage, non-regular workers who are still not covered, and quickly eliminate blind spots in employment insurance for special employment workers, platform workers, freelancers, and artists," adding, "We will also gradually expand employment insurance coverage for self-employed workers through social consensus."
The Korean New Deal vision was also a focus of the special speech. President Moon stated, "We will promote the early establishment of 5G infrastructure and the construction of data infrastructure for collecting, accumulating, and utilizing data as a national project," and added, "We will focus on fostering non-face-to-face industries such as healthcare, education, and distribution, and actively carry out large-scale job creation projects that combine artificial intelligence and digital technology with national infrastructure such as cities, industrial complexes, roads, transportation networks, and aging SOC."
Meanwhile, President Moon's special speech was delivered in a calm atmosphere, reflecting concerns over the recent alarming trend of COVID-19 cases linked to Itaewon clubs.
President Moon pointed out, "We have not returned to the pre-COVID era. Although we are in a stabilization phase, this cluster infection in entertainment facilities has reminded us that similar situations can occur anytime and anywhere in crowded, enclosed spaces. It is not over until it is over."
