Mokpo City Council Enhances Budget Efficiency in Special Budget and Accounts Committee
Meticulous Activities of the Special Budget and Settlement Committee Stand Out Amid the COVID Crisis

View original image[Asia Economy Honam Reporting Headquarters Reporter Seo Young-seo] Mokpo City Council announced on the 19th that the 354th extraordinary session was held from the 6th to the 18th for 13 days to review the 2020 first supplementary budget proposal and general agenda items.
This extraordinary session is significant as it was conducted amid the serious situation of the regional spread of infectious diseases.
In particular, the Budget and Accounts Special Committee demonstrated skillful management and received great acclaim both inside and outside the city council.
The seven members of the Budget and Accounts Committee, including Chairman Kim Yang-gyu, were praised for presenting reasonable alternatives focused on citizen safety and economic recovery in response to the budget requests from the executive branch, such as the public health center.
The approved budget this time was a revised and approved amount of approximately 919.36205 billion KRW, after cutting about 328.89 million KRW from the expenditure sector, showing meticulous efforts to pass a rational and sound budget.
The main projects include emergency support projects such as the construction of the Mokpo Sports Complex and the establishment of a seafood export complex, amid the rapid regional spread of COVID-19 centered on the Daegu and Gyeongbuk areas, aiming to block infectious diseases in our region and revive the local economy depressed by the infectious disease.
Additionally, as COVID-19 was elevated to a serious stage, only the department heads explained the budget proposals during the budget review process, minimizing attendance to enhance work efficiency.
Along with this, budget explanations were completed within the time allocated per department, shortening waiting times and receiving positive responses from public officials.
One public official said, “In the past, team leaders or higher from related departments had to wait unconditionally to explain the budget, making it impossible to work, but the time management and attendance of only necessary personnel is satisfactory.”
Chairman Kim Hyu-hwan expressed satisfaction, saying, “The Budget and Accounts Committee members thoroughly reviewed and deeply examined the supplementary budget proposal in advance, wisely and prudently assessing whether the projects were truly necessary.”
Chairman Kim Yang-gyu said, “During this difficult time of the COVID-19 infectious disease, I deliberated more deeply with fellow council members on the budget review,” adding, “As representatives of the citizens, we prioritized the citizens and conducted in-depth discussions to address the necessary points.”

Furthermore, Councilor Kim Yang-gyu, a first-term member representing the Samhyang, Okam, and Sangdong districts, is actively engaged in legislative activities as the vice-chairman of the 11th Mokpo City Council’s Council Operation Committee and a member of the Tourism and Economy Committee.
