It stated, "Since you sold the mid-sized car within one year of registration, you must pay the acquisition tax that was previously reduced." Mr. and Mrs. A were confused and felt unfair but did not know how to handle the situation and felt helpless.
Gyeonggi Province announced on the 25th that starting from the 2nd of next month, it will select representatives and provide free support to help low-income taxpayers who find it difficult to receive assistance with local tax appeals.
To this end, the province has selected a total of 13 representatives, including 2 lawyers, 5 certified public accountants, and 6 tax accountants. The province expects that the selected representatives, who have experience with various precedents and cases, will provide practical help to taxpayers.
Until now, for national taxes, low-income taxpayers could receive free support from national tax representatives when filing appeals such as pre-assessment review requests or objections, but there was no such system for local taxes, causing issues of fairness.
Low-income taxpayers are individuals whose comprehensive income amount, including their spouse, is 50 million KRW or less, and whose standard market value of real estate, passenger cars, and membership rights is 500 million KRW or less.
Even if these qualifications are met, those whose claimed tax amount exceeds 10 million KRW are excluded from support. High-amount or habitual delinquents, those subject to travel bans, or those on public disclosure lists are also not eligible for support.
To use a representative, when filing a local tax appeal, applicants must submit a representative selection application form to the provincial or city/county tax department. After reviewing eligibility, the result will be notified within 7 days from the application date.

A provincial official stated, "This system is for taxpayers who suffer because they receive local tax notices but cannot appeal alone due to lack of tax law knowledge and cannot afford to hire tax representatives due to cost burdens." He emphasized, "We will continue to actively expand tax administration that protects taxpayers' rights."
