According to the Gwangju Metropolitan City Election Commission and Seo-gu on the 13th, a complaint was received by Gwangju City around 1 p.m. the previous day regarding a "sensational banner hanging near Hosu Park in Pungam-dong, Seo-gu."
The vertical banner contained the phrase "Crazy house prices, crazy sale prices" and criticized the current Minister of Land, Infrastructure and Transport, while the 10m by 10m rectangular horizontal banner featured a nude female drawing with the faces of the current minister and the current mayor of Gwangju photoshopped onto it.
It was revealed that the banner was put up by A (41), who registered as a prospective candidate for the upcoming 21st National Assembly election.
A was confirmed to have registered part of the building as an election office after registering as a prospective candidate on the 3rd.
Seo-gu regarded the banner not as election promotional material but as a vulgar illegal advertisement and completed its removal around 2 p.m. that day.
In response, Gwangju City is considering filing a defamation complaint against A, and Seo-gu is reviewing the imposition of a fine.
According to election law, prospective candidates may hang banners promoting their election at registered election offices, but content that defames other candidates is illegal.
The Gwangju Election Commission is conducting a legal review on whether the rooftop of the 6th floor of the building, where the election office is registered, can be considered an election office, and whether the current minister and the current mayor of Gwangju can be regarded as other candidates.
