"Building Like DARPA"... Ministry of Science and ICT to Strengthen Responsible PM System for Limit-Challenge R&D
Full-Cycle Management by Experts from Project Identification to Outcome Dissemination
"Expanding High-Risk, High-Reward Research Despite the Possibility of Failure"
The government is set to bolster support for 'high-risk, high-reward' research by referencing the research and development (R&D) management system of the U.S. Defense Advanced Research Projects Agency (DARPA). The plan is to expand a system centered around 'responsible Program Managers (PMs),' where experts oversee the entire process from research planning to the dissemination of outcomes, going beyond mere research funding support.
On May 21, the Ministry of Science and ICT announced that it had held a 'Limit-Challenge R&D Roundtable,' presided over by First Vice Minister Koo Hyuk-chae, to discuss ways to further advance the promotion of innovative challenge-type R&D.

View original imageThe Limit-Challenge R&D program is an initiative that supports research projects with a high probability of failure, but which can have significant scientific, technological, economic, or social impact if successful.
Unlike the traditional government R&D approach, which simply manages projects, this program features responsible PMs with expertise who are closely involved in every stage—from analyzing technological trends and identifying research topics, to project planning, progress monitoring, and dissemination of results.
This roundtable was held as the lineup of the second cohort of responsible PMs for the Limit-Challenge R&D program was completed. The Ministry of Science and ICT plans to strengthen this PM-centered professional management system and to further develop the collaborative structure between researchers and PMs.
Referencing DARPA and ARIA... "Building a Korean Model for Innovative Challenge"
The Ministry of Science and ICT explained that it is referencing the innovative R&D management approaches of the U.S. DARPA and the UK’s ARIA.
DARPA is cited as a leading example of granting PMs a high degree of autonomy and responsibility, enabling the rapid pursuit of high-risk research through ambitious goals and milestone-based management. Similarly, the UK’s ARIA was established to boldly invest in research and development with significant impact, breaking away from conventional research support systems.
The Ministry stated that, while referencing international examples, it intends to develop a 'Korean-style Innovative Challenge R&D Management Model' tailored to the characteristics of the domestic research field.
Participants at the roundtable agreed that, to advance innovative challenge-type R&D, it is essential to go beyond simple budget support. They emphasized the importance of clearly defining problems, setting ambitious goals, maintaining flexibility in project direction, and systematic performance management.
In particular, the trust and communication between responsible PMs and principal investigators were highlighted as key success factors. A collaborative model is needed in which PMs guarantee the autonomy and creativity of researchers while guiding research directions, and principal investigators actively propose technical alternatives to achieve project goals.

Koo Hyuk-chae, First Vice Minister of the Ministry of Science and ICT, said, "The commonality between DARPA and ARIA is not simply allocating large budgets, but rather granting outstanding experts clear missions and authority, which enables rapid decision-making and flexible management to enhance the possibility of innovation. We will spread the Limit-Challenge R&D approach to further enhance the ambition and innovativeness of government R&D as a whole."
