28 AI Projects to Be Implemented Across Administration, Safety, Welfare, and Education
First Nationwide Initiatives: Safe Lease Contracts and Missing Child Tracking
On April 17, the Gwanak District of Seoul announced that it would implement artificial intelligence (AI) across all aspects of district administration, carrying out 28 projects in four sectors this year.

View original imageThe district has established the "2026 Gwanak-gu AI Project Implementation Plan," focusing on three core strategies: establishing an administrative foundation, enhancing community utilization capabilities, and expanding resident-oriented administrative services. AI technology will be applied across administration, safety, welfare, and education. Previously, the district enacted the "Gwanak-gu Artificial Intelligence Basic Ordinance" to provide a legal basis and established the Smart Information Division as a control tower.
Gwanak-gu is setting nationwide precedents in services directly linked to residents' daily lives. For the first time in Korea, a QR code-based safe lease contract system has been introduced in conjunction with the Hanbang real estate information network, providing multilingual guides for foreign residents. Additionally, a beacon-based real-time missing child tracking control system is being operated for the first time in the country, enabling rapid location identification. Gwanak-gu has also pioneered a smart home-visit pharmaceutical care service that combines AI-powered drug analysis with pharmacist consultations, supporting medication management for residents taking multiple drugs.
In the area of safety, the district is operating a high-speed closed-circuit (CC) TV search system, AI-based wildfire surveillance, and QR code/IoT-based flood management systems. Emergency bells with scream recognition capabilities will be installed at the Wonsin public parking lot. Elderly outdoor workers will be provided with smartwatches that detect heart rate and skin temperature to help prevent heat-related illnesses.
On the district’s website, a conversational AI chatbot will offer civil consultation and administrative guidance. An AI-powered psychological evaluation of children's drawings, created on smartphones, will also be introduced, allowing families to check the emotional state of their children at home.
