Jeollanam-do to Begin High Oil Price Relief Payments... Accelerating Livelihood Support

Jeollanam-do is set to actively implement measures aimed at stabilizing the livelihoods of residents, such as providing high oil price relief funds, in line with the passage of the government’s supplementary budget bill by the National Assembly.
According to Jeollanam-do on April 13, the province will begin accepting applications and start disbursing the “high oil price relief funds,” which were included in the government’s supplementary budget, from April 27.
The first round of payments will be provided to basic livelihood security recipients and the lower-income class from April 27 to May 8, while the second round will be distributed to the bottom 70% income group of the population from May 18 to July 3.

The amount of support provided will range from 100,000 won to a maximum of 600,000 won per person, depending on income level and regional circumstances.
In Jeollanam-do, as a non-metropolitan area, the base payment is 150,000 won. In population decline priority regions including Damyang, Yeonggwang, Yeongam, Jindo, and Hwasun, the amount is 200,000 won. In specially designated areas such as Gangjin, Goheung, Gokseong, Gurye, Boseong, Shinan, Wando, Jangseong, Jangheung, and Hampyeong, 250,000 won will be provided. Additionally, lower-income and single-parent households will each receive 500,000 won, and basic livelihood security recipients will receive 600,000 won.
Applications can be submitted both online and offline. Online applications may be made through credit card companies, internet banks, or the local gift certificate application. Offline applications can be completed by visiting a card-linked bank or the local community service center in one’s area of residence. The funds can be disbursed via credit or debit card, prepaid card, or local gift certificate, according to the applicant’s choice.
To reduce congestion during the first week of applications, both online and offline submissions will be processed according to a day-of-the-week system based on the last digit of the applicant’s year of birth.
For the first round, applications will be accepted on Mondays (1, 6), Tuesdays (2, 7), Wednesdays (3, 8), and Thursdays (4, 9, 5, 0), with restrictions lifted from Friday onward. For the second round, the schedule will be Mondays (1, 6), Tuesdays (2, 7), Wednesdays (3, 8), Thursdays (4, 9), and Fridays (5, 0).
In addition, the government’s supplementary budget has significantly increased support for small business owners. The special management stabilization fund has been expanded by an additional 320 billion won, and 24.6 billion won has been added to the “Hope Return Package” project, which assists small business owners who are either facing closure or are in management crisis to make a comeback.
As a result, it is expected that the business burden on small business owners in Jeollanam-do will be alleviated, and conditions for a fresh start will be improved.
Youth support policies are also included. With 15.6 billion won allocated nationwide to a pilot project providing work experience for young people through social solidarity economy organizations, opportunities for local youth to participate in economic activities are expected to expand.
