Hyungseok Kim of Jinju City Council Proposes Ordinance to Support Association of Social Workers
Establishing a Basis for Support Including Education and Training
Strengthening the Capabilities of Professional Social Workers, Improving the Quality of Community Welfare Services
The Jinju City Council in South Gyeongsang Province is moving to establish a system aimed at strengthening the expertise of social workers operating at the forefront of the welfare field.
Hyungseok Kim, a member of the Jinju City Council, will sponsor the “Ordinance on Support for the Jinju City Association of Social Workers” at the 272nd extraordinary session, which is scheduled to open on March 11.
Social workers are key personnel who directly deliver community welfare services such as care, counseling, and case management. Even when local governments implement various welfare policies, it is ultimately social workers who connect these policies to the lives of citizens. For this reason, there has been a continued call to enhance their expertise and capabilities.
The purpose of this ordinance is to provide an institutional basis for supporting the public interest projects of the Association of Social Workers, in order to develop professional welfare personnel.
Through this ordinance, the association will receive budget support from Jinju City to carry out tasks including the development and dissemination of professional knowledge and skills for social workers, education and training to improve expertise, and consigned welfare-related projects. The city will be responsible for evaluating and managing the association’s project performance and subsidy execution.
Assemblyman Kim emphasized, “As welfare policies expand, the role of social workers who implement them becomes even more important. If education and capacity-building initiatives led by the Association of Social Workers become more systematic and stable, both the professionalism on the ground and the quality of community welfare services will be enhanced.”

The ordinance bill is scheduled to undergo standing committee review and be put to a final vote at the plenary session on March 16.
