Busan-Jinhae Free Economic Zone Completes Building Permit for Royal Russell School in Myeongji District
Prestigious British Foreign Educational Institution, Implementation Plan Change Approved
The Busan-Jinhae Free Economic Zone Authority has completed the permitting process for the establishment of Royal Russell School, a key foreign educational institution in Myeongji International New City.
The Busan-Jinhae Free Economic Zone Authority, led by Commissioner Park Seongho, announced on the 19th that it had finalized the building permit for Royal Russell School on the 13th and publicly notified the approval of the implementation plan change on the 11th. With this, all prior administrative procedures required for the full-scale start of construction have been completed.
Royal Russell School is a flagship project for building a global education city. Starting with a win-win cooperation agreement among the Free Economic Zone Authority, Busan Metropolitan City, and LH, the Free Economic Zone Authority and Busan Metropolitan City signed an MOA with Royal Russell School in the United Kingdom to establish a cooperative framework for setting up the international school. Subsequently, through administrative procedures such as a feasibility study and central investment review, the winning design in the architectural design competition was finalized.
To ensure efficient use of the school site and to create a campus that meets global standards, the Free Economic Zone Authority conducted parallel consultations with more than 30 related organizations, including the Office of Education, fire authorities, and the police. It explained that by pursuing the building permit and the implementation plan change approval simultaneously, it shortened the permitting period, and from the design stage it supported the harmonization of domestic laws and international education standards.
The school plans to begin construction in September this year, aiming to open in August 2028. The campus will consist of six buildings, with one basement level and four above-ground floors, and will be developed with a total floor area of 19,286 square meters. It will be equipped with educational and sports infrastructure such as a swimming pool and a multi-purpose auditorium.
Royal Russell School, whose main campus is located in London, United Kingdom, is a private school with a tradition of around 170 years and operates an integrated curriculum covering kindergarten, elementary, and middle school levels. The school is expected to accommodate approximately 1,350 students.
The Free Economic Zone Authority has also changed and publicly notified the implementation plan so that a children’s library can be built on the “Public Office Building 3” site in the Myeongji District. Once a “Children’s English Library” is established, the foreign language education environment is expected to be further strengthened in connection with Royal Russell School.

Commissioner Park Seongho said, “Royal Russell School will play a symbolic role in helping Myeongji International New City leap forward as a global business city,” adding, “We will focus our administrative capabilities on the remaining procedures to ensure the school opens on schedule.”
