Saemaul Geumgo is reshaping the landscape of financial services for local government subsidies. By expanding the handling of dedicated accounts linked to the Ministry of the Interior and Safety’s local subsidy management system “Botam-e” nationwide, a community-based cooperative financial institution is stepping to the forefront as an operational partner in public finance execution.
The revision of the “Local Subsidy Management Standards” this year marked an institutional watershed that made this change possible. As the opening of dedicated accounts, which had effectively been operated mainly through municipal treasury banks, was expanded to other financial institutions, conditions were created for Saemaul Geumgo, which is densely rooted in local communities, to participate.
Seizing this opportunity, the National Federation is accelerating the stabilization of the service by continuously supporting agreements between local cooperatives and local governments. On-the-ground developments have also begun in earnest.
In places such as Gangneung City, Boseong County, and Yeonggwang County, work-level cooperation between local governments and local Saemaul Geumgo branches is continuing, gradually establishing the foundation for operating dedicated accounts. For subsidy project operators in island and mountainous areas or regions with declining populations, where financial access is weak, the ability to open accounts and receive cards at a nearby branch and then execute funds from there naturally has a significant practical impact.
The National Federation of Saemaul Geumgo emphasizes its strengths in having a nationwide business network and a community-embedded operating structure. It explains that it can go beyond simple account opening to reliably support the administrative procedures and on-site responses required throughout the subsidy execution process. At the federation level, it is preparing a standardized support framework to assist in concluding agreements between local governments and individual Saemaul Geumgo branches.
An official at the National Federation said, “Participation in local subsidy work is an opportunity to reaffirm our identity as the financial institution closest to the community,” adding, “We will become a partner that contributes to revitalizing the local economy by expanding the choices available to project operators and improving user convenience.”
This expansion is meaningful in that it has diversified the channels through which subsidies are executed. When financial service windows move into the daily living areas where residents and project operators interact, the flow of funds can also circulate more quickly within the region. Expectations are growing that the cooperative finance network can function as a linkage that enhances the efficiency of public finances.
