Most Grade 1 and 2 Government Information Systems Restored
Crisis Alert Level Lowered to 'Alert' as of the 6th
Most of the Grade 1 and 2 systems affected by the fire at the National Information Resources Service have been restored. As of November 6, the Central Disaster and Safety Countermeasures Headquarters decided to lower the disaster crisis alert level and transition to the 'Emergency Response Headquarters' system.
Yoon Hojoong, head of the Central Disaster and Safety Countermeasures Headquarters (and Minister of the Interior and Safety), stated at the headquarters meeting that "with the restoration of the 'Safety Report Portal (Grade 2)', which allows citizens to report safety hazards in daily life, all Grade 1 and 2 systems related to the safety and lives of the public have been normalized." He added, "As the completion of the restoration is now within sight, the government is lowering the disaster crisis alert for administrative information systems from 'Severe' to 'Alert' as of today."
As of 6 a.m. on November 6, 676 out of 709 affected government resource systems (95.3%) had been restored. All Grade 1 systems and 95.6% of Grade 2 systems have been restored. The Ministry of the Interior and Safety explained that the three remaining unrecovered Grade 2 systems are all administrative work systems, and all citizen-facing systems have been normalized. The restoration rate for Grade 3 systems is 94.3%, and for Grade 4 systems, it is 95.6%.
With the lowering of the crisis alert level, the Central Disaster and Safety Countermeasures Headquarters will be deactivated, and the response system will transition to the Emergency Response Headquarters. Yoon emphasized, "Even under the Emergency Response Headquarters system, we will thoroughly manage the situation through regular inspection meetings," and added, "We will remain vigilant until full normalization is achieved."
The government aims to restore all systems targeted for recovery at the Daejeon Center by November 20, and those at the Daegu Center by next month.

Yoon stated, "We will fundamentally innovate the way systems are built and operated, including a complete redesign of the information system grading system and redundancy methods, to prevent a recurrence of such incidents." He added, "We will establish a new AI-powered democratic government that citizens can trust, built on systems with enhanced disaster response and security."
