Developing a Gapyeong-Style Specialized Model
Gapyeong County in Gyeonggi Province is accelerating the development of a Gapyeong-style specialized model by benchmarking other cities, counties, and research institutions, following the establishment of a legal foundation that allows the county to be additionally designated as a 'Peace Economy Special Zone.'
On October 21, the government announced a partial amendment to the Enforcement Decree of the Act on the Designation and Operation of Peace Economy Special Zones, which allows Gapyeong County and Sokcho City to be designated as Peace Economy Special Zones. Accordingly, Gapyeong County plans to launch a service to establish a master plan for the designation of the Peace Economy Special Zone by the end of this year, initiating the development of specialized growth strategies.
Through this service, the county aims to develop a plan for creating a specialized Peace Economy Special Zone that links Gapyeong's abundant tourism resources, forest resources, and industrial base. The county also plans to gradually proceed with the designation process in cooperation with relevant agencies such as the Ministry of Unification and Gyeonggi Province. In particular, from late October to mid-November, the county intends to visit and benchmark Gyeonggi Provincial Government, the Korea Institute for Industrial Economics & Trade, local governments in Gyeonggi's border areas, and Sokcho City Hall to thoroughly analyze the direction, establishment, and operation cases of Peace Economy Special Zones.
The Peace Economy Special Zone system was established to promote balanced development in border areas and to create a foundation for inter-Korean win-win cooperation. Companies moving into these zones are offered various benefits, including simplified licensing procedures, tax reductions, and priority infrastructure development.

An official from Gapyeong County stated, "The amendment to the relevant enforcement decree marks a significant turning point by providing an institutional foundation for Gapyeong County to move forward as a Peace Economy Special Zone. Based on the results of this benchmarking and the master plan service, we will develop a roadmap for establishing a Gapyeong-style specialized Peace Economy Special Zone."
