Assemblyman Lim Hyungseok Points Out "Loopholes in Shared Property Management and Neglect of 3D Printers"
"Discrepancies Occur as Even Assembly-Approved Budgets Are Not Reflected"
Assemblyman Lim Hyungseok (Democratic Party of Korea, Gwangyang 1) of the Jeonnam Provincial Assembly raised consecutive concerns regarding loopholes in the management of shared property and the low utilization of 3D printers in schools during the administrative audit of the Jeonnam Office of Education held on November 3.
Lim emphasized, "Management of shared property must be thoroughly reviewed from the planning stage," and criticized, "For projects that require a budget, the project plan and the amount should match regardless of the scale. However, discrepancies are occurring because the budget approved by the assembly is not being reflected."
He specifically cited the example of the shared property management plan for the electric sector of the special account for educational expenses under the Jeonnam Office of Education, which was submitted during the temporary assembly session in September, stating, "The amount submitted to the Education Committee did not match the actual budget amount."
In response, Vice Superintendent Hwang Sunghwan replied, "While the budget should naturally match, additional requirements or changes in amounts can occur during the process of aligning the budget as a matter of practice, aside from the central investment review. We will actively review measures to improve this."
He added, "This year, the budget was set relatively tightly, but if the assembly agrees, we can include a buffer in the management plan during the next budget review."
Lim also pointed out the inefficient use of educational resources by discussing the actual utilization of 3D printers in schools within the province. He stated, "The 3D printer ownership rate is over 50% for middle and high schools and special schools in Jeonnam, and about 34% for elementary schools. However, the actual usage rate is only 9.7% for elementary schools and 13.8% for middle schools, with an average of just 28.9%. This shows that, despite owning the equipment, it is not being properly utilized."
He further stressed, "When purchasing 3D printers, careful selection is needed to ensure there are no issues with material supply, and equipment that cannot be used should be promptly disposed of or reorganized."

Additionally, Lim addressed the issue of student placement per class, saying, "Although the standard for the number of students per elementary school class is set at 20, urban areas are operating with a basic number of 25 students per class. Thorough management is needed to ensure that teachers are appropriately assigned according to the number of students."
