In this unprecedented situation, where even resident registration inquiries and online passport applications have come to a halt, the provincial government has activated its Disaster Response Headquarters and is mobilizing all administrative resources, including switching civil service counters to offline operations, to minimize inconvenience to residents.
On September 29, Park Jungju, Deputy Governor of Chungnam Province, held an emergency press conference at the provincial government press center and stated, "There are significant concerns about inconvenience to residents as systems directly related to daily life, such as resident registration and passport services, have stopped functioning."
He added, "Since September 28, Chungnam Province has established a Disaster Response Headquarters and will work together with the 15 cities and counties to respond until the situation is resolved."
He particularly emphasized that disrupted services, such as resident registration information inquiries and online passport applications, will be handled offline at civil service counters, and that any fines incurred will be deferred to prevent damage to residents.
According to the provincial government, as of now, 13 out of 79 systems operated by the province, all 67 systems linked with central government ministries, and 389 out of 836 city and county systems have been confirmed to be affected by the disruption.
The province has completed an emergency inspection and is currently implementing alternative measures, such as providing guidance to residents and accepting handwritten applications in parallel.
