Daejeon City to Provide 100,000 Won per Person in Second Livelihood Recovery Consumption Coupon Round
Applications Begin on September 22
Daejeon City will begin accepting applications for the 'Second Livelihood Recovery Consumption Coupon' starting September 22. In this second round, 100,000 won will be provided to 90% of the city's residents.
Eligibility is based on household members registered as of June 18, 2024, and is limited to households in the bottom 90% income bracket. However, households with high-value assets are excluded. Specifically, households with a combined 2024 property tax base exceeding 1.2 billion won, or with a combined 2024 financial income exceeding 20 million won, are not eligible.
Final recipients will be determined based on health insurance premiums. For single-person households, those with an annual employment income of approximately 75 million won (monthly health insurance premium of 220,000 won) are eligible. For dual-income or multi-income households, the threshold is adjusted by adding one additional household member to ensure fairness.
Applications will be accepted from September 22 to October 31, and the coupon will be credited on the next business day after application, making it immediately usable. The consumption coupon can be used until November 30, and any unused amount will automatically expire after the deadline.
To prevent server congestion at the start of the application period, a day-of-the-week system based on the last digit of the applicant’s birth year will be implemented from September 22 to September 26. From September 27 onward, all residents may apply freely.
The payment methods remain the same as the first round. Applicants can choose from credit cards, debit cards, the Daejeon Sarang Card, or prepaid cards. Credit and debit card applications can be made through the card company’s website, app, or affiliated bank branches. The Daejeon Sarang Card can be applied for via its dedicated website, app, or Hana Bank branches.
Residents who have difficulty applying online may visit their local administrative welfare center to apply for a prepaid card.
Adults must apply individually, while the head of household applies for minor children. However, if there is no head of household or the relationship to the head of household is listed as 'cohabitant,' minors may apply on their own behalf.
The consumption coupon can only be used at small businesses within Daejeon City with annual sales of 3 billion won or less. It cannot be used at large supermarkets, department stores, online shopping malls, or entertainment venues.
Notably, starting with this second round, local consumer cooperatives (co-ops) are now included as eligible merchants. This measure, which considers the public interest such as promoting eco-friendly agricultural products, allows coupon use at co-op stores even if their annual sales exceed 3 billion won.
For this second round, Daejeon City secured a total of 108.5 billion won (102.8 billion won in national funds, 5.7 billion won in city funds, and 10 million won in operating expenses) as of August 28, and has already distributed the funds to local districts.
In addition, to prevent smishing scams, text notifications will not include any URLs or links. Residents can verify accurate information regarding application and payment through the National Petition Portal or their local administrative welfare center.
