Boseong County Council Member Yim Yongmin Urges Executive Branch to Submit Materials Sincerely
"Non-Disclosure of Materials Is an Illegal Act Infringing Upon the Council's Unique Authority"
On June 16, Yim Yongmin, a member of the Boseong County Council in Jeollanam-do, strongly criticized the executive branch's insincere attitude toward submitting materials during a five-minute free speech at the 312th first regular session, urging respect for the council's legitimate authority.
In his remarks that day, Yim stated, "The council's request for materials is not simply for information gathering, but is a means to fulfill our essential duty of monitoring and checking the administration." He pointed out, "If the executive branch refuses to submit materials without just cause, or withholds all materials citing reasons such as personal information protection or concerns over fairness, this constitutes an illegal act that infringes upon the unique authority of the local council."
In particular, Yim cited Article 49, Paragraph 5 of the Local Autonomy Act, noting that failure to submit materials within the deadline without just cause during administrative audits and investigations may result in fines. He emphasized, "The council's request for materials is not only a means of administrative oversight, but also an important tool for guaranteeing the public's right to know, and it should never be taken lightly."
He continued, "The badge worn by council members is not a mere decoration, but a symbol of the responsibility and trust entrusted by the more than 37,000 residents of Boseong County." He added, "In order to ensure that the authority granted by the residents is not disregarded, the executive branch must respect the council's legally guaranteed oversight function and cooperate faithfully."
