Rulings on Park Seong-jae's Impeachment and 'Quorum for Impeachment Motion' Authority Dispute to Be Delivered
The impeachment trial result of Park Seong-jae, Minister of Justice, who was impeached due to the 12·3 emergency martial law, will be announced. It has been 119 days since the National Assembly's impeachment motion.
On the 10th, the Constitutional Court will deliver the decision on Minister Park's impeachment trial at 2 p.m. in the Grand Bench courtroom. If the Constitutional Court upholds the impeachment motion, Minister Park will be immediately dismissed; if the motion is dismissed or rejected, he will be immediately reinstated to his duties.
Minister Park was impeached by the National Assembly on the 12th of the same month for attending the Cabinet meeting on the day the emergency martial law was declared without opposing former President Yoon Seok-yeol's plan to declare martial law, and for discussing follow-up measures to the martial law the next day at a private residence in Samcheong-dong with former Minister of the Interior and Safety Lee Sang-min and others. The National Assembly also cited allegations that Minister Park ordered the establishment of detention facilities at Seoul Eastern Detention Center during the martial law as grounds for impeachment.
In response, Minister Park's side claimed that he actively dissuaded the president at the Cabinet meeting before the declaration of martial law and that the gathering at the Samcheong-dong residence was merely a meeting of acquaintances without discussing any follow-up measures. The meeting at the Samcheong-dong residence was attended by Minister Park, former Minister Lee, Lee Wan-gyu, Director of the Legislation Office, and Kim Joo-hyun, Senior Secretary for Civil Affairs at the Presidential Office.

Meanwhile, on the same day, the Constitutional Court will also deliver a ruling on the dispute over authority filed by lawmakers of the People Power Party against National Assembly Speaker Woo Won-shik, who opposed the passage of the impeachment motion against Acting President and Prime Minister Han Deok-su. The People Power Party lawmakers argued that Speaker Woo passed the impeachment motion by applying the quorum standard based on the Prime Minister rather than the President, thereby infringing on the lawmakers' voting rights. However, the Constitutional Court concluded on the 24th of last month, when it dismissed the impeachment motion against Prime Minister Han, that there was no problem with the National Assembly's voting standards.
