View original imageOn the 20th, according to Goyang Special City, the city has been creating and expanding water resource supply networks in preparation for increased water demand due to large-scale development projects, maintaining aging water pipes, and establishing a systematic water supply system. As a result, it has been recognized for its efforts in efficient water supply system operation by being selected for the highest grade for two consecutive years in the Ministry of Environment’s ‘2024 General Waterworks Business Operation and Management Evaluation.’
Goyang City supplies an average of 338,000 tons of domestic water daily. Water drawn from Paldang Lake is purified at Ilsan, Goyang, and Deoksu Water Purification Plants, then transported through 2,071 km of water pipelines to 18 reservoirs before being supplied to each household.
The city is expanding the Jugyo Reservoir located in Masang Park, Jugyo-dong, Deogyang-gu, in preparation for the increase in population inflow and water demand due to the redevelopment of Wondang. The Jugyo Reservoir expansion project, according to the basic water supply maintenance plan, will increase the existing reservoir capacity by 4,400 cubic meters from 2,800 cubic meters and is scheduled to begin construction in June.
Upon completion of the expansion in 2027, the total reservoir capacity will increase to 7,200 cubic meters, enabling stable water supply to nearby residents.
In the area stretching from Janghang-dong, Ilsandong-gu to Daehwa-dong, Ilsanseo-gu, a new Siksa Reservoir (formerly Wondang Reservoir) and transmission pipelines will be constructed to supply tap water. The Janghang-dong and Daehwa-dong areas are experiencing increased water demand due to ongoing urban development such as the Broadcasting Video Valley, Ilsan Techno Valley, and the Janghang Public Housing District.

View original imageThe city plans to construct a reservoir with a capacity of 10,000 cubic meters and approximately 16 km of transmission pipelines to ensure smooth water supply. GH started construction in 2023, and the current progress rate is 24%, with completion expected in October next year. The city is providing administrative support such as expedited permits in cooperation with the Korea Land and Housing Corporation (LH), Gyeonggi Housing and Urban Corporation (GH), and Goyang Urban Management Corporation.
Goyang City is duplicating the transmission pipelines of the Goyang Water Purification Plant and upgrading aging pipelines to establish a stable water supply system even in emergencies.
The Goyang Water Purification Plant supplies water to 11 reservoirs in Deogyang-gu through the Daejajo Reservoir. Currently, the transmission pipelines are single lines and not interconnected, making emergency switching difficult. According to a professional technical diagnosis of Goyang City's water supply network, duplication and upgrading of aging transmission pipelines are necessary.
The city will construct approximately 15.3 km of additional transmission pipelines to enable water flow diversion to nearby reservoirs in case of emergencies such as pipeline damage. Additionally, about 18.6 km of aging existing transmission pipelines will be cleaned, and the supply system between Goyang and Ilsan Water Purification Plants will be adjusted to resolve supply imbalances.
The total project cost is approximately 90 billion KRW. Basic and detailed designs began in 2023 and are expected to be completed within this year. Once the three-phase duplication and upgrading of transmission pipelines are completed by 2032, stable water supply without interruption will be possible even during emergencies.
The city is focusing on improving the water service rate and efficient water management through modernization of local waterworks and establishment of smart network management infrastructure. The water service rate is the ratio of tap water produced at the purification plant that reaches household meters and is recovered as water charges; a higher water service rate means less water leakage underground.
The local waterworks modernization project aims to increase the water service rate to over 85%, reducing leakage and budget expenses. The city is investing a total of 24.1 billion KRW, including about 11.2 billion KRW in national funds, to establish water supply blocks by area and replace aging water pipes.
The first phase, which involves establishing six blocks including the Goyang Block and maintaining aging water pipes, is 96% complete and scheduled for completion in June. The second phase, covering five blocks including the Ogeum Block, is expected to be completed in 2028.

View original imageFurthermore, the city is promptly responding to issues such as leaks by utilizing the smart network management system established in 2023. This system introduces information and communication technology throughout the entire tap water management and supply process to monitor and control the water supply network in real time.
It also integrates and analyzes flow meter and pressure gauge data by block, which is expected to enable more efficient water management once the water supply blocks are fully established.
