Goyang Special City, Gyeonggi Province (Mayor Lee Dong-hwan) is improving the major road network within the region and swiftly implementing metropolitan traffic improvement measures in consideration of the increasing traffic demand due to large-scale development projects such as Daegok Station area and Hyangdong·Janghang districts. The city is also enhancing the durability of bus-only lane bus stops and repaving deteriorated roads to create a safe road environment.
According to Goyang Special City on the 31st, the city completed the "Feasibility Study on Improvement of Major Road Networks in Goyang City" in December last year. The study included improvement plans to resolve traffic congestion on major arterial roads such as Tongil-ro and Jayu-ro, where traffic volume is increasing due to continuous large-scale development projects. Based on the study results, the city plans to actively proceed with administrative procedures for road network construction this year.
First, the city will conduct feasibility studies on two routes: the Goil-ro to Daegok extension line and the Jugyo to Janghang connecting road, to improve and restructure internal road traffic in Goyang City. The request to the Ministry of the Interior and Safety was completed this month, and the Korea Institute of Local Administration will conduct the investigation and verification.
The Goil-ro to Daegok extension line prepares for the increasing traffic volume at Daegok Station, which has become a Penta station area following the recent announcement of the Daegok Station area Knowledge Convergence Complex development and the successive openings of GTX-A and the suburban railway. It also strengthens connectivity between Daegok Station, Pungdong district, and Siksa district. The Jugyo to Janghang connecting road is expected to contribute to balanced regional development, traffic volume dispersion, and connection of isolated areas by linking Deokyang and Ilsan, as well as old and new downtown areas.
Additionally, the city plans to continuously propose to the Ministry of Land, Infrastructure and Transport for designation as metropolitan traffic improvement measures and metropolitan roads related to the construction of the underground expressway between Jayu-ro and Gangbyeonbuk-ro and the expansion of National Road No. 1 (Tongil-ro) to six lanes, in connection with the aging planned city and Daegok Station area development projects.
Furthermore, the city has allocated 1 billion KRW in the first supplementary budget for the "Road Construction Management Plan Establishment Service" to prepare plans for the construction of Goyang City's road network and long-term unexecuted roads within GB release settlements. The "Road Construction Management Plan" is a statutory plan that must be established every five years according to Article 6 of the Road Act, systematically and comprehensively establishing road network plans in response to changes in urban traffic.
The city is rapidly promoting metropolitan traffic improvement projects in response to large-scale housing development projects such as Samsong·Jichuk·Hyangdong districts, Janghang district, Paju Unjeong 3 district, and Changneung New Town.
The "City Road No. 93 Road Construction Project," promoted as a metropolitan traffic improvement measure for Samsong·Jichuk·Hyangdong districts, received construction approval in December last year and is currently underway with a target completion date of December 2027. This project involves constructing a bypass road for Tongil-ro and a connecting road to the north end of Gayang Bridge. Once completed, Hyangdong district and Samsong·Jichuk districts will be connected north-south to Seoul.

The intersection, which was two lanes, was expanded to six lanes, and the connecting roads were expanded from one to two lanes, significantly improving traffic flow. The Janghang-ro (City Road No. 57), which connects Janghang underpass to Sinpyeong IC, is undergoing procedures to change the road zone to expand the existing four lanes to six lanes.
Meanwhile, the city is demanding continuous management and special measures through special inspections by the director-general (quarterly) and the second vice mayor (semi-annually) among project implementers such as LH to ensure that long-delayed metropolitan traffic improvement projects, including the "Gimpo-Gwansan Road" in the Paju Unjeong 3 district metropolitan traffic improvement plan, proceed promptly.
Goyang City is gradually converting existing asphalt pavement to precast concrete on bus-only lane bus stops to enhance road durability and ensure the safety of public transportation users.
Last year, the city paved both directions of bus stops at Central Road near Haengsin Elementary School, Madu Station, Ilsan Dong-gu Office, and Ilsan Dongbu Police Station with precast concrete. This year, construction will be carried out on both directions of bus stops at four locations: Haengsin-dong, Goyang Police Station, Huindol Village, and Juyop Station to create a sustainable road environment.
Precast concrete paving involves assembling and installing concrete that is pre-manufactured in a factory at the site. Compared to existing asphalt pavement, it has superior durability and lower maintenance costs. Roads within bus-only lanes are frequently damaged due to high traffic frequency and bus loads, but using precast concrete minimizes deformation under repeated vehicle loads, preventing pothole formation.

In addition, the city is repaving deteriorated roads, prioritizing sections heavily damaged by major roads and vehicle traffic. Last year, the city invested 6.4 billion KRW to complete repaving on 21 roads including Hoguk-ro, Tongil-ro, and Jayu-ro. This year, with a budget of 3.5 billion KRW, repaving work will be carried out on 13 roads including Hoguk-ro, Tongil-ro, Gwonyul-daero, and Tanjung-ro to improve driving quality and road aesthetics.
