Ulju-gun, 'Illegal Haerujil Surveillance Drone' Shows Remarkable Crime Prevention Effectiveness
Recent Nighttime Haerujil Activity Spotted on Seosaeng Coast, Police Reported
Ulsan’s Ulju-gun reported that illegal night clam digging surveillance drones operating in the Seosaeng fishing village area are making significant contributions to crime prevention.

View original imageAccording to Ulju-gun on the 7th, at around 7:26 PM on the 4th, three people wearing scuba gear and engaging in night clam digging were detected by a surveillance drone in the waters in front of Songjeong Park, Daesong-ri, Seosaeng-myeon.
The county immediately reported the incident to the local fishing cooperative and the Ulsan Coast Guard (Jinha Police Substation) to verify whether illegal clam digging was taking place, and continued to monitor and record the scene using the drone.
Upon receiving the report and arriving at the scene, the coast guard confirmed that no illegal activities had occurred and advised the group before allowing them to return home.
Following this case, local fishing cooperative fishermen are expecting greater contributions from the illegal clam digging surveillance drones. They noted that the ability to quickly verify illegal clam digging on-site and conduct surprise inspections greatly enhances crime prevention and actively suggested locations where surveillance is needed.
A representative of the fishing cooperative said, “To ensure that no one engages in illegal clam digging in the cooperative’s village fishing grounds, we will continue to operate the surveillance drones and actively publicize surveillance and enforcement cases to enhance crime prevention effects.”
Ulju-gun is currently promoting the ‘Fishing Village Fishery Management’ project until the end of this month as part of the ‘2024 Drone Demonstration City Construction Project.’ This project invests 150 million KRW in national funds to conduct illegal clam digging surveillance, marine debris monitoring, and red tide surveillance using drones.
Illegal clam digging surveillance is conducted without prior notice during nighttime from 8 PM to 6 AM the next day along the Seosaeng coast area, where village fishing grounds such as Songjeong Port, Daesong Port, and Pyeongdong Port are located.
The special drones deployed for surveillance are equipped with various functions, including infrared cameras capable of night filming, speakers for warning broadcasts, and searchlights to illuminate the scene. Videos recorded during surveillance are automatically saved to the Ulju-gun server.

An Ulju-gun official stated, “Night clam digging often causes serious damage to village fishing grounds and is frequently illegal,” adding, “We will further strengthen illegal clam digging surveillance using drones to protect the livelihoods of local fishermen.”
