The Ministry of Land, Infrastructure and Transport and Korea Expressway Corporation announced on May 19, 2026, that this improvement plan was formulated in consultation with the Anti-Corruption and Civil Rights Commission and other relevant bodies, reflecting recommendations made during last year's National Assembly audit. Previously, if drivers exited the expressway by mistake, they had to pay the basic toll twice even for a short distance. This inconvenience is expected to be resolved by the new measure.
Expressway tolls consist of a basic fee of 900 won per vehicle, plus a distance-based charge calculated according to the per-kilometer rate and total distance traveled. The new policy applies to vehicles using electronic payment methods that mistakenly exit from a closed-section government-funded expressway and re-enter the same tollgate within 15 minutes. The exemption can be used up to three times per vehicle per year. It was found that more than 90% of re-entry cases due to mistaken exits occur within three times per year per vehicle.
It is expected that approximately 7.5 million cases annually will benefit from this new measure. Yoonduk Kim, Minister of Land, Infrastructure and Transport, stated, "Once this policy is in effect, it will help prevent accidents caused by abrupt lane changes during mistaken exits and provide a total of 6.8 billion won in toll fee reductions to expressway users."
