Shinsegae Group Attracts 'Paramount' as IP Partner for Hwaseong International Theme Park
Global IP Company Attraction Ceremony at Hwaseong City Hall
Participation in Paramount Design... Maximizing Completion
Shinsegae Group's Hwaseong International Theme Park project in Hwaseong-si, Gyeonggi Province, will see participation from global media group Paramount Global (hereinafter Paramount) as an IP (intellectual property) company.
On the 10th, Shinsegae Hwaseong held a 'Hwaseong International Theme Park Global IP Company Attraction Declaration Ceremony' at Hwaseong City Hall in Gyeonggi Province with Gyeonggi Province, Hwaseong City, and Paramount, announcing the start of their collaboration for the theme park development. The event was attended by Kim Dong-yeon, Governor of Gyeonggi Province; Jeong Myeong-geun, Mayor of Hwaseong; Lim Young-rok, President of Shinsegae Group; and Marie Marks, Head of Paramount Theme Park Entertainment Division, among others, laying the foundation for cooperation in the theme park development.
The Hwaseong International Theme Park project is a plan to build a future-oriented advanced complex city on a 4,189,000㎡ (1.27 million pyeong) site within Songsan Green City, Hwaseong-si, Gyeonggi Province. It is 1.4 times the size of Yeouido, with a total project cost of approximately 4.5693 trillion KRW. Shinsegae plans to develop a theme park, water park, golf course, a hotel with 1,000 rooms, and residential complexes (6,283 apartment units and 530 detached houses). In July, the project site was named 'Starbay City.'

Paramount, participating as the IP company in the theme park development, is a global leader in media, streaming, and entertainment, owning channels such as CBS, Paramount Pictures, Nickelodeon, MTV, and Paramount Plus (+). Shinsegae explained the reason for attracting Paramount as, "They possess a wide range of TV and film works and have high competitiveness not only in innovative streaming services and digital video products but also in production, content distribution, and advertising solutions." Paramount holds a portfolio of films and TV programs including Hollywood action blockbusters like 'Mission: Impossible' and 'Top Gun,' as well as 'Gladiator,' 'The Godfather,' 'Teenage Mutant Ninja Turtles,' and 'Star Trek.'
Shinsegae plans to create a theme park where visitors can directly experience the world of Paramount's IPs in reality. Since Paramount will be directly involved in the theme park design, the goal is to maximize the completeness of the IPs. Based on the latest technology, they will build amusement facilities embodying the essence of Paramount IPs and develop various show programs, MD, and F&B (food and beverage) products as content specialized for Starbay City. Shinsegae expects that the theme park will attract 30 million visitors annually to Starbay City.
Governor Kim Dong-yeon stated, "We will designate the Hwaseong International Theme Park project as the first private development support project and actively support administrative procedures such as permits in cooperation with Hwaseong City." Mayor Jeong Myeong-geun also said, "We will do our best to provide administrative support for the timely opening of Hwaseong International Theme Park."

Marie Marks, the division head, said, “Hwaseong International Theme Park is an optimal location for theme park development, with excellent accessibility for domestic and international visitors, a large site capable of introducing various amusement facilities, and nearby tourist resources. We will collaborate with Shinsegae, which has the capability to create spatial value, to build a globally recognized theme park.”
President Lim Young-rok said, “This theme park utilizing the Paramount brand is not just an amusement park but a space where customers can experience characters and stories they imagined in reality, enjoying unique fun, inspiration, and healing. Together with Paramount, which has a wide range of entertainment content for all ages from children to adults, we will present a new theme park unlike any before.”

Starbay City is currently undergoing the designation and permit process as a tourist complex in Gyeonggi Province. Shinsegae plans to complete the tourist complex designation approval within this year, receive approval for the tourist complex development plan from Gyeonggi Province by the end of 2025, and aims to open the park in 2029.
