Joo Young-hwan, former Daegu District Prosecutor's Office Chief (54, Judicial Research and Training Institute Class 27), who was regarded as a leading 'special investigation prosecutor' within the prosecution, began working as a lawyer on the 20th.
Joo, who left the prosecution in June, started his full-fledged work as a lawyer from this day at his private office set up in the Hanseung Astra Building in Seocho-gu, Seoul.
During his tenure as a prosecutor, Joo was known as part of the 'Class 27 Special Troika' along with Prosecutor General Lee Won-seok and People Power Party leader Han Dong-hoon, both from Judicial Research and Training Institute Class 27. In 2022, when Han was nominated as Minister of Justice, Joo served as the head of the National Assembly confirmation hearing preparation team. He also had a close relationship with President Yoon Seok-youl, having hosted Yoon's wedding in 2012, who is also from a special investigation background.
In 2011, he served as Team Leader of the Joint Investigation Team 2 for Savings Bank Corruption at the Supreme Prosecutors' Office, investigating Lee Sang-deuk, elder brother of former President Lee Myung-bak. In 2015, he investigated former Prime Minister Lee Wan-koo as part of the Special Investigation Team for the Sung Wan-jong list. In 2016, he led Team 1 of the Special Investigation Unit on Corruption Crimes at the Supreme Prosecutors' Office, known as the 'revival of the Supreme Prosecutors' Office Central Investigation Department,' investigating the Daewoo Shipbuilding & Marine Engineering accounting fraud case. At that time, Han Dong-hoon was Team Leader 2.
He served as spokesperson for the Supreme Prosecutors' Office during Prosecutor General Moon Moo-il's tenure, renewing his term once, serving throughout Moon's term, whereas spokespersons typically serve for one year. In 2021, while serving as Director of Planning and Coordination at the Ministry of Justice, he also led the Task Force Team for responding to major safety accidents ahead of the enforcement of the Serious Accidents Punishment Act.
Born in Uljin, Gyeongbuk, he graduated from Whimoon High School and Seoul National University Law School. He passed the 37th Judicial Examination in 1995, completed the Judicial Research and Training Institute Class 27, and was commissioned as a prosecutor at Suwon District Prosecutors' Office in 1998. He worked as a prosecutor at Daegu District Prosecutors' Office Pohang Branch, Seoul District Prosecutors' Office, Daejeon District Prosecutors' Office Seosan Branch, and Seoul Western District Prosecutors' Office. He also served as a prosecutor in the Ministry of Justice Policy Public Relations Office and as a research prosecutor at the Supreme Prosecutors' Office.

Subsequently, he held positions including Deputy Chief Prosecutor of the Special Investigation Division 1 at Seoul Central District Prosecutors' Office, Team Leader of the Joint Investigation Team for Savings Bank Corruption at the Supreme Prosecutors' Office, Chief of Yeongwol Branch of Chuncheon District Prosecutors' Office, Crime Information Officer 2 at the Supreme Prosecutors' Office, Chief of Foreign Affairs Division at Incheon District Prosecutors' Office, Prosecutor at Busan High Prosecutors' Office, Chief Prosecutor (Team Leader of Special Investigation Unit 1 on Corruption Crimes) at Seoul Central District Prosecutors' Office, Spokesperson at the Supreme Prosecutors' Office, First Deputy Chief Prosecutor at Incheon District Prosecutors' Office, Chief Prosecutor of Seongnam Branch of Suwon District Prosecutors' Office, Director of Yongin Branch of the Judicial Research and Training Institute, and was promoted to Prosecutor General in 2021 and appointed Director of Planning and Coordination at the Ministry of Justice. He served as Daegu District Prosecutor's Office Chief from May 2022 to September 2023 and retired last June after serving as Deputy Chief Prosecutor at Busan High Prosecutors' Office.
