Intensive crackdown on unregistered and unreported dogs starting October
Gangseo-gu, Seoul (District Mayor Jin Gyo-hoon) is operating a voluntary animal registration reporting period until the 30th of next month.
According to the Animal Protection Act, if you raise a dog aged 2 months or older for companionship, you must register it with an animal registration agency within 30 days. Additionally, changes such as ownership transfer, changes in the owner's address or contact information, or the death of the registered animal must also be reported.
During the voluntary reporting period, the district encourages voluntary animal registration by exempting fines for unregistered animals or failure to report changes. Registration can be done by attaching a wireless electronic identification device to the pet dog at an animal registration agency designated by the district office (such as animal hospitals or pet shops). You can choose between an implanted type (wireless identification device inserted inside the body) or an external type (attached in the form of a collar, etc.).
Change reports can be made by visiting the district office or animal registration agency, or online through Government24 and other platforms. Starting from October, after the voluntary reporting period ends, intensive inspections will be conducted on those who have not registered or reported changes for their pet dogs. Failure to register the target animal or report changes in registration information may result in fines of up to 600,000 KRW.

District Mayor Jin Gyo-hoon said, “We are operating the voluntary reporting period to prevent the loss and abandonment of companion animals and to encourage voluntary animal registration,” adding, “We hope that through the activation of animal registration, a mature companion culture will be established.”
