StageX's challenge to become the 4th mobile carrier has ultimately failed.
On the 31st, the Ministry of Science and ICT announced that it has finalized the cancellation of StageX's designation as the frequency allocation target corporation following the completion of the hearing procedure under the Administrative Procedures Act.
Previously, on the 14th of last month, the Ministry of Science and ICT had given prior notice to StageX regarding the planned cancellation of its designation as the frequency allocation target corporation due to failure to fulfill necessary frequency allocation requirements, and on the 27th of last month, a hearing for opinion collection was held (presided over by Song Doyoung, lead attorney of the law firm Bit).
StageX underwent the procedures for reviewing, confirming, and correcting the hearing records as stipulated by the Administrative Procedures Act from the 17th to the 18th, and the hearing presider submitted the hearing records and the presider’s opinion to the Ministry of Science and ICT on the 24th.
The hearing presider submitted an opinion stating that StageX failed to fulfill the necessary requirements prescribed by the Radio Waves Act and related regulations as a frequency allocation target corporation, and that the cancellation of its designation was appropriate due to violation of the pledge.
The Ministry of Science and ICT reviewed the hearing presider’s opinion and on the 21st finalized the cancellation of the designation as the frequency allocation target corporation as previously notified, and also refunded the entire frequency allocation fee (43.01 billion KRW) paid by StageX.

The Ministry of Science and ICT plans to use this case as an opportunity to examine any institutional shortcomings, comprehensively discuss improvements to the frequency allocation system, and future telecommunications policy directions. A research team composed of academic experts in related fields and experts from relevant organizations will be formed and operated.
