Jeonnam Province Recognized for 'Population Policy' Contributions... Presidential Institutional Commendation
The Only Metropolitan Government... Praised for Birth Allowance and 10,000 Won Housing, etc.
Jeonnam Province was the only metropolitan government to receive the Presidential Commendation for Population Policy Achievement.
On the 11th, the province announced that it was recognized for its efforts in policies such as the ‘Jeonnam Province and Si/Gun Birth Allowance’ and the ‘Jeonnam-style Ten Thousand Won Housing’ at the 13th Population Day ceremony held by the Ministry of Health and Welfare at The Westin Chosun Seoul.
Jeonnam Province designated this year as the first year to overcome the crisis of local extinction and established the ‘Population Youth Immigration Bureau,’ a population policy control tower including the nation’s first immigration policy, to escape the population crisis.
In particular, it was recognized for proactively responding to population issues by implementing various region-specific population policies such as supporting the ‘Jeonnam Province and Si/Gun Birth Allowance’ and supplying the ‘Jeonnam-style Ten Thousand Won Housing’ to alleviate the burden of childcare and housing costs, which are the main causes of low birth rates.
Additionally, it achieved the highest total fertility rate for 17 consecutive years among metropolitan provinces by implementing innovative childbirth support policies such as expanding the operation of public postpartum care centers (9 locations), the nation’s first and only eco-friendly agricultural product package support project for infertile couples, and support for egg freezing procedures and assisted reproductive technology using frozen eggs.
Furthermore, from 2022 to 2024, it secured the largest local extinction response fund nationwide for three consecutive years (468 billion KRW), focusing investments on regional landmark projects and increasing the resident population. It also implements various support policies to build a foundation for youth independence, such as providing the first metropolitan-level Jeonnam Youth Culture Welfare Card without income criteria and promoting a marriage congratulatory fund support project for young couples.
Living up to its status as the ‘Number One Destination for Returning Farmers and Fishermen,’ it has achieved an annual average inflow of more than 40,000 returning farmers and fishermen by expanding policies to attract returnees, including operating nine stay-type support centers for returning farmers and fishermen and running the nation’s first ‘Try Living in Jeonnam’ program to induce settlement population.

Kim Young-rok, Governor of Jeonnam Province, said, “To turn the population decline crisis into an opportunity, we will fully launch the Population Great Transformation Jeonnam Project,” adding, “We will create a 10 billion KRW ‘Jeonnam Youth Hope Fund,’ establish the ‘Jeonnam Immigration and Foreigners Comprehensive Support Center,’ and promote the ‘Jeonnam-style Ten Thousand Won Second House,’ implementing innovative population policies for all groups including youth, foreigners, and returning farmers and fishermen to create a vibrant Jeonnam where people gather.”
