Incheon Namdong-gu, Promoting Adjustment of Tong and Ban Districts According to Local Characteristics
Namdong-gu, Incheon, is promoting the adjustment of Tong and Ban districts to enhance the efficiency of administrative and welfare services.
The district announced on the 11th that it will conduct a full survey of housing status, number of households, and population for all 882 Tong and 3,743 Ban across 20 neighborhoods by the end of this month.
Currently, each Tong consists of 100 to 500 households, and there is a large disparity in the number of households per Tong, making it difficult to provide balanced administrative services.
Additionally, while apartment areas are easier to manage due to the presence of management offices, areas densely populated with detached houses or villas face relatively higher difficulties in the execution of Tong leader duties, raising the need to reorganize Tong and Ban districts considering work equity.
Based on the results of this full survey, the district plans to proceed with the adjustment of Tong and Ban districts step by step through consultations.
The district adjustment will be conducted quarterly, considering regional characteristics, with apartment areas consisting of about 300 to 400 households and detached house and villa areas consisting of about 150 to 200 households.
Furthermore, the total number of Tong leaders will be maintained at the current level, and adjustments will be promoted according to a mid- to long-term plan considering the current Tong leaders' terms to minimize confusion on the ground due to the adjustment of Tong and Ban districts.

Park Jong-hyo, the district mayor, said, "We will efficiently adjust unreasonable Tong and Ban districts considering regional characteristics and local conditions," adding, "We will work harder to help Tong leaders perform their duties smoothly in the field and provide residents with high-quality administrative and welfare services."
