Wind Power Association Holds Public Hearing on Offshore Wind Power Special Act
The Korea Wind Energy Industry Association announced on the 3rd that it will hold the '22nd National Assembly Offshore Wind Power Special Act Legislation Public Hearing' at 2 p.m. on the 11th at the Geomungo Hall of The-K Hotel Seoul. This event is hosted by the Wind Energy Association and jointly organized by the Korea Energy Agency and the Wind Energy Association. The Ministry of Trade, Industry and Energy is sponsoring the event.
The special act related to offshore wind power, which lays the foundation for the development and dissemination of offshore wind power, saw three bills proposed during the 21st National Assembly. However, after years of discussion, these bills ultimately failed to pass the National Assembly and were discarded.
In the 22nd National Assembly, on the 20th of last month, Kim So-hee, a member of the People Power Party, first proposed the 'Special Act on Offshore Wind Power Site Planning and Industry Promotion.' Meanwhile, other parties such as the Democratic Party and the People's Innovation Party are also preparing related bills, showing high interest in the matter.
The Wind Energy Association explained that it prepared this public hearing to gather the industry's consensus in line with the legislation of the bill and to ensure that the results are reflected in the bill.
At the public hearing, the Wind Energy Association will present the 'Offshore Wind Power Special Act Member Opinion Collection Plan,' which gathers industry opinions. Next will present 'Suggestions on the Desirable Direction of the Special Act' on behalf of civic groups. Korea Electric Power Corporation plans to explain the 'Need for Supplementing the Special Act to Resolve Power Grid Issues,' which contains opinions on the power grid, an essential element for promoting offshore wind power dissemination.
In the subsequent panel discussion on the theme of 'Special Act Composition as an Offshore Wind Power Control Tower,' Kim Hee-jip, CEO of Energy Idea, will serve as the moderator. Participants in the discussion include the Korea Energy Agency, Korea Maritime Institute, National Federation of Fisheries Cooperatives, Jeonnam Provincial Government, SK Ecoplant, Corio Generation, Next, Korea Electric Power Corporation, and the Wind Energy Association.
Seong Jin-gi, the full-time vice chairman of the Wind Energy Association, stated, "The special act laying the foundation for offshore wind power development must be enacted quickly to stimulate the domestic renewable energy ecosystem," adding, "We hope that the opinions gathered through the public hearing will be delivered to the 22nd National Assembly and that the special act will be enacted and passed within this year."
