He emphasized, "We are a country without resources, a country built solely by the strength of our excellent people," and "internationally, all countries are entering fierce competition to secure critical minerals."
Chairman Hwang stated, "We currently have about 36 critical mineral mines, while China has 1,992, the United States has 1,916, and even Japan has 133, so we must keep in mind that we are far behind." He added, "During the Lee Myung-bak and Park Geun-hye administrations, resource diplomacy was actively pursued, and with the Yoon Suk-yeol administration taking office, it has resumed and is being strongly promoted."

Meanwhile, Chairman Hwang, anticipating that the Democratic Party of Korea is expected to unilaterally pass the proposal to elect 11 standing committee chairs at the plenary session, said, "Although the Democratic Party has become the majority party, I urge them to conduct magnanimous and constitutional parliamentary politics based on the principle of parliamentary democracy." He repeatedly requested the Democratic Party to observe the National Assembly convention where the second-largest party holds the chairmanship of the Legislation and Judiciary Committee, and the ruling party holds the chairmanship of the Steering Committee.
