Ministry of SMEs and Startups "Actively Promoting the Expansion of Payment Linkage System through Discovery of Best Practices"
Vice Minister O Gi-ung Visits Haesung DS, a Partner Company in the Delivery Payment Linkage System
On the 7th, the Ministry of SMEs and Startups held an excellent partner company meeting at Haesung DS, the first partner company under the Delivery Price Linkage System, located in Gangnam-gu, Seoul.
The Delivery Price Linkage System, implemented since October last year, is a system that reflects the increase in raw material prices in the delivery price to guarantee appropriate profits to small and medium-sized enterprises (SMEs) as supply companies when raw material prices surge.
Hosted by Vice Minister Oh Ki-woong, this meeting was organized to discover excellent cases of the Delivery Price Linkage System and to promote its expansion in the field. Attendees included CEO Cho Byung-hak of Haesung DS, as well as CEOs and officials from three partner SMEs that signed linkage agreements with Haesung DS.
Haesung DS, a high-reliability semiconductor lead frame manufacturer, voluntarily reflected price fluctuations of raw materials such as nickel and copper in delivery prices through consultations with partner companies even before the system was legislated. Later, it signed linkage agreements with seven partner companies, contributing to the expansion of the system, and was recognized as an 'Excellent Delivery Price Linkage Company of 2023.'
On this day, Haesung DS presented the current status and achievements of the Delivery Price Linkage System, and partner SMEs shared the effects of the system based on their direct experiences.
The companies attending the meeting stated, “We use the LME (the world's largest non-ferrous metal exchange) index to sign linkage agreements and flexibly respond to nickel price fluctuations,” and expressed difficulties, saying, “Some partner companies hesitate to sign linkage agreements due to concerns about cost disclosure.”

Vice Minister Oh Ki-woong of the Ministry of SMEs and Startups said, “The Ministry will actively discover excellent cases to ensure the Delivery Price Linkage System spreads in the field,” and added, “We will establish the system firmly in the field through strengthened support such as additional designation of linkage support centers and expansion of support projects for agreement signing.”
